## Summary

On November 4, 2025, the Housing Recovery Board held a special in-person meeting as part of a joint orientation session for newly formed recovery boards. The meeting, held at Harrah’s Cherokee Center, focused on establishing the board’s operational framework and legal responsibilities in the context of the city’s long-term recovery from Hurricane Helene.

The primary decision made during the meeting was the adoption of a regular meeting schedule. Robin Raines moved to approve a bi-monthly meeting schedule, which was passed unanimously. Under this schedule, the board will meet on the first Wednesday of every other month from 12:00 p.m. to 1:30 p.m. in the first-floor conference room of City Hall. The first meeting under this new schedule is set for the first Wednesday of January 2026.

During the administrative portion of the meeting, Assistant City Manager Ben Woody provided an overview of the recovery board framework, explaining that the City Council established four temporary boards—Housing, Economy, Infrastructure, and People & Environment—to guide recovery efforts until June 30, 2027. The Housing Recovery Board’s specific scope includes addressing post-disaster housing stability, providing temporary and permanent housing solutions for displaced residents, and planning for future displacement events. City Attorney Brad Branham presented a legal overview, emphasizing that the board must comply with North Carolina’s Open Meetings Law. Key legal requirements discussed included the necessity of proper meeting notice, the maintenance of public minutes, the definition of quorum, and restrictions on discussing official business via digital communications such as group emails.

The board also reviewed its initial agenda items, which focus on education and information sharing regarding existing recovery resources. The first substantive meeting in December 2025 will feature an overview of CDBG-DR Housing Programs, including the State Partnership for Home Repairs (RenewNC) and multi-family housing funding. A subsequent meeting in February 2026 will cover updates on community-wide planning, including the Helene Recovery Plan and Continuum of Care Emergency Planning. Board members were asked to review previous Housing & Community Development Committee meetings and recordings to prepare for these discussions.

No public comments were recorded during this meeting. Regarding follow-ups, no specific action items were assigned to individual members or staff beyond the approval of the meeting schedule. However, the board noted that future meetings will address the adoption of rules of procedure and the election of board officers, including the chair and vice chair.

This meeting marks the formal operational start of the Housing Recovery Board, a body intended to provide policy input to the City Council and extend communication about recovery resources to residents. By establishing a regular meeting cadence and clarifying legal obligations, the board is now positioned to begin its work on housing stability and disaster recovery planning.
