## Summary

**Woodfin Town Council Meeting Recap: November 18, 2025**

The Woodfin Town Council convened for its regular session on November 18, 2025. The meeting began with the approval of the agenda and the consent agenda, which included the ratification of the minutes from the October 21, 2025, regular session. Routine items approved under the consent agenda included the tax collection report for the period ending September 2025, Ordinance No. 2025-22 concurring with the North Carolina Department of Transportation (NCDOT) on speed limit reductions for segments of Riverside Drive and Old Leicester Road, and Resolution No. 2025-11 supporting bond financing for the Asheville Housing Authority’s Rocky River Apartments project.

During the public comment period, no members of the public signed up to speak. Following this, Nancy Lux, CPA with Ray, Bumgarner, Kingshill & Associates, presented the town’s annual financial audit for the year ending June 30, 2025. The town received an unmodified ("clean") audit opinion. Lux noted that the final report is pending approval from the Office of Management and Budget regarding compliance supplements, a situation common among towns in Western North Carolina. The presentation also detailed the management of significant Federal Emergency Management Agency (FEMA) funding related to flood recovery efforts.

Shannon Tuch, Town Manager, provided a report on Tropical Storm Helene recovery efforts. Tuch reported that the town is actively working with FEMA and engineers to assess damage, with a re-inspection of roads and stormwater infrastructure scheduled for November 19. The report noted that while a full plan for long-term recovery was planned for adoption on November 18, the town’s specific plan is set for adoption on December 16. Tuch also updated the council on the completion of the bulky item collection program and the status of ball field re-seeding, noting that testing may be required to ensure soil quality. Additionally, Chris Mansfield of Mansfield Commercial Real Estate presented on repurposing buildings and uniform codes.

The council voted on several new business items. First, the council unanimously approved (5-0) a motion to approve a change order in the amount of $118,488.50 for Calibre Engineering, Inc. (S20). This change order covers increased construction administration costs for the Taylor’s Wave project, driven by unforeseen challenges and the need for additional inspections. Associated with this, Council Member Kahn moved to approve Ordinance 2025-21, amending the Fiscal Year 2025-2026 Budget for the Parks Capital Projects Fund 41; this motion also passed unanimously (5-0).

In zoning matters, the council held a public hearing on Ordinance 2025-23, a request to rezone 0.23 acres at 1 View Street from Community Shopping to R-7 Residential District. With no public comment received during this hearing, Council Member Cohen moved to approve the ordinance, which passed unanimously (5-0). The council also held a public hearing on Ordinance 2025-24, concerning a revision to the site plan and project conditions for an 89.7-acre parcel at 99999 Goodman Road conditionally zoned Mountain Village. Teresa Carroll, on behalf of the property owner, and a project engineer answered questions from the council. The council subsequently approved the modification of the conditional zoning for this parcel.

The council also addressed the establishment of a unique zip code for the Town of Woodfin. Council Member Kahn moved to authorize members of the Communications Subcommittee to pursue this initiative, which passed unanimously (5-0). The discussion highlighted the potential benefits of a unique zip code for town identification and grant opportunities. The meeting concluded with the council adjourning into executive session to discuss legal and personnel matters, followed by the adjournment of the meeting at 7:41 pm.
