## Summary

**Meeting Overview**
The Woodfin Town Council held its regular meeting on July 15, 2025. The session covered routine administrative approvals, public presentations on local infrastructure and planning, and specific votes on land use and right-of-way matters.

**Key Decisions**
The Council began by approving the meeting agenda by a vote of 5-0. The consent agenda, which included the approval of the June 17, 2025, regular and closed session minutes, the tax collection report for the period ending May 2025, and Resolution 2025-07 confirming a lease extension for property at 23 Community Rd., was approved. However, the reappointment of Jackie Craig to the ABC Board was removed from the consent agenda at the request of Councilman Cohen and moved to new business. In new business, the Council voted 3-2 to post the ABC Board position and invite Ms. Craig to reapply, rather than directly reappointing her. The Council also unanimously approved (5-0) the preliminary subdivision plat for a 13-lot major subdivision located off Riverside Drive, noting it complies with the technical requirements of Chapter 46. Finally, following a public hearing, the Council unanimously approved (5-0) Ordinance 2025-13, which closes the right-of-way for Desperate Lane.

**Discussion Highlights**
Two primary presentations were delivered during the meeting. Rachel Bronson and Kristi Carter of McAdams Consulting presented the draft "Walk-Bike Woodfin Plan," which outlines strategies to improve walkability and bikeability through connections, safety improvements, and policy solutions. The presentation highlighted that adopting the plan would make Woodfin eligible for full Department of Transportation (DOT) funding on pedestrian and bike projects. Seth Eckerd, Executive Director of the Woodfin Water Sanitary District, provided the district’s annual report, detailing its service area, infrastructure, and recovery efforts following Hurricane Helene. He noted the district’s 10-year capital improvement plan projects $22 million in investment and mentioned that Zone 1 and 2 customers currently have the lowest rates.

Additionally, Council members Kahn and Ervin initiated a discussion regarding the responsibilities and authority of the Mayor and Council members as described in North Carolina General Statutes 160A-67 and 160A-69. During the public hearing for the Desperate Lane closure, no members of the public spoke.

**Community Input**
During the designated Public Comment period, no members of the public signed up to speak. However, a resident named Ronnie inquired about the status of connecting Riverside Drive to the River Arts District.

**Follow-ups**
The Town Clerk agreed to handle the posting of the ABC Board position. Council members agreed to follow up with Shannon, the Town Manager, regarding a potential speed limit reduction on Riverside Drive. The Council also stated it will review the Walk-Bike Woodfin Plan and discuss it further at the August meeting.

**Impact**
These decisions impact local development and public access. The approval of the preliminary plat allows the 13-lot subdivision off Riverside Drive to proceed, subject to future final approvals. The closure of Desperate Lane converts the 25-foot right-of-way into taxable property, a change staff noted will not impact development in the Crest Mountain community. The Walk-Bike Woodfin Plan and the Water District’s capital planning provide a roadmap for future infrastructure funding and service reliability, with the Water District continuing to pursue state and federal grants for its 10-year plan.
