## Summary

The Town Council held its Regular Meeting on November 17, 2025, in the Weaverville Community Room. The session began with the approval of the agenda and the disclosure of conflicts of interest. The Council unanimously approved the consent agenda, which bundled routine administrative items, including the approval of minutes from the October 27, 2025, meeting, a monthly tax report indicating 18% of property taxes had been collected, and various budget amendments for the Police and Fire Departments.

Key operational decisions included the acceptance of the Phase 2 waterline project at Encore at Reems Creek and the adoption of the Buncombe County Tropical Storm Helene Recovery Plan as it pertains to Weaverville. The Council also adopted a Source Water Resiliency and Response Plan, required by state law, and passed an ordinance allowing for road closures on Florida Avenue for the upcoming Candlelight Stroll on December 12. Additionally, the Council approved a resolution supporting a grant application for the Reems Creek Greenway Feasibility Study, committing to a 20% cash match if the grant is awarded. Town Manager Harris provided a report highlighting staff attendance at a School of Government scholarship course, updates on the AdventHealth hospital visit, and progress on holiday events, including the Holiday Parade and Candlelight Stroll.

Public comment focused on three main areas. Sylvia Landis advocated for Weaverville to become a Certified Entrepreneurial Community, emphasizing the need to invest in human resources and creativity. Janice and Horace Weaver spoke passionately about the history and preservation of the Hillside Community Center, presenting Councilwoman Michelle Wood with a letter and crystal in recognition of her support for the restoration project. Several residents, including Chip Lambert, Pamela and Keith McCurry, and Brian Webb, expressed concerns regarding the proposed annexation of 10 Silverwood Farm Road. Their comments highlighted issues regarding water table impacts, increased density, potential strain on town resources, traffic, crime rates, and the transparency of information dissemination regarding the project.

The majority of the meeting was dedicated to discussing the annexation and zoning request for 10 Silverwood Farm Road, involving approximately 107 acres for a mixed-use development. The developer, LTG Development, presented a proposal for apartments, single-family homes, and commercial property. Council members raised significant concerns about the project's scale, its impact on fire and police services, and the financial implications for taxpayers. The Council noted a discrepancy between initial information provided to residents and the current scope of the project. Consequently, the Council decided not to take action on the annexation at this time, requesting more information and a site plan from the developer.

Looking ahead, the Council scheduled a public hearing for December 9 to continue the discussion on the zoning request for 10 Silverwood Farm Road. Staff agreed to investigate the potential impact of the annexation on town resources and services, as well as the water table concerns raised by residents. LTG Development agreed to provide a site plan and address the concerns raised during the meeting. The Economic Development Committee will review the concept of Weaverville becoming a Certified Entrepreneurial Community. Additionally, the Council noted an upcoming vacancy on the Town Council when Dee Lawrence becomes mayor, with applications due by December 8 and a potential appointment on December 15.
