## Summary

The Town Council of Weaverville convened for a workshop meeting on December 10, 2024, at 6:00 pm in the Weaverville Community Room. The session focused on reviewing water service commitments for various development projects, receiving updates on infrastructure projects, and addressing administrative matters related to water management. The meeting concluded at 7:06 pm.

The Council made several key decisions regarding water requests. A motion was made and seconded to approve the renewal of a water commitment for 75 Cole Road Apartments for 64,000 gallons per day (GPD) for 223 units; the motion passed 5-0. The Council also approved a request from 4 Doan Road for 4,000 GPD to serve a 10-home subdivision, passing 5-0 without requiring annexation. Additionally, a request from AdventHealth Buncombe County Campus for 63,500 GPD was approved 5-0, conditioned upon the annexation of the project into town limits. However, a request from 21 Parker Cove Road for 18,000 GPD was tabled until staff can address concerns regarding utility easements and rights-of-way.

Regarding infrastructure, the Council agreed to decline a $2,000,000 state loan for the Lead Service Line Project, following staff recommendations that cited administrative fees. Instead, the project will be funded from the Water Fund. Staff provided updates on the Water Meter Conversion Project, noting the transition from radio-read to cellular-read meters. Approximately 60 cellular meters have been installed, and 88 more were purchased for $27,000. The department is studying options for purchasing 3,200 additional meters and whether to contract out the installation, with costs estimated at $982,000. The Council requested options for phased implementation, which will likely be addressed in the FY25/26 budget.

Updates were also provided on the Lead Service Line Project, including the completion of an inventory of 3,331 water meters and notifications sent to 812 customers regarding potential lead or galvanized pipe materials. The Water Treatment Plant received the State Gold Star and the AWOP award for 15 consecutive years. Repairs to the Raw Water Pump Station, damaged by Hurricane Helene, are underway with an estimated cost of $75,000 and completion expected in mid-January. Plans for the Resiliency and Expansion Projects are under state review, and necessary equipment has been delivered.

No public comments were recorded during the meeting. There were no explicit follow-up actions agreed to by specific members or staff beyond the general direction to staff to address the tabled items for 21 Parker Cove Road and to study implementation options for the meter conversion. The decisions made ensure continued water service for approved developments while managing infrastructure upgrades and maintaining the town’s high standards for water treatment.
