## Summary

The Weaverville Town Council held its regular meeting on April 22, 2024, to address a variety of municipal matters, including budget planning, public safety agreements, and community development initiatives. The council began by recognizing Earth Day and noting a recent resolution encouraging residents to reduce single-use plastics. Two agenda items, a presentation on the Maple Trace annexation and corrections to the March 19 meeting minutes, were removed from the agenda and deferred to future meetings. The council unanimously approved the consent agenda, which included minutes from previous strategic planning and regular meetings, monthly tax reports, and a budget amendment directing ABC distribution funds to the Police Department for alcohol education programs.

Significant legislative actions were taken regarding town ordinances and partnerships. The council unanimously approved a letter of support for AdventHealth’s application for 26 additional acute care beds and adopted Ordinance #2024-1 to extend corporate limits and designate R-3 zoning for 6 Pleasant Grove Road. Additionally, the council approved code amendments for environmental protections, regulations allowing golf carts on certain roads, and an automatic aid agreement between the Weaverville and Reems Creek Valley Fire Departments. A public safety interoperability partnership with Buncombe County was also unanimously approved. The council further decided to maintain a water commitment condition for the Northridge Farms project unless the NCDOT denies encroachment agreements, while postponing a decision on a floodplain development project until June.

A key discussion point was the approval of a Social District for the "Music on Main" event. The council approved an ordinance allowing alcohol sales within a designated area on June 15, 2024, from 3:30 pm to 9:00 pm. The district will be marked by fourteen signs displaying operational hours and contact information for the ALE Division and local police. Participating businesses will have options to sell drinks to-go or allow customers to bring outside beverages, provided they meet labeling requirements. Enforcement will be handled by the Weaverville Police Department. The council also discussed short-term rental regulations, directing staff to review regulations from Buncombe County and Woodfin, and reviewed a water rate study that presented options for rate changes.

Public comments highlighted several community concerns and priorities. Jill Totman, a former librarian, spoke in support of transitioning Community Center programming to town management. Matthew Canower expressed concerns about proposed short-term rental regulations, citing potential economic impacts. Marci Brigman and Tricia Hollowfield advocated for keeping community center courts unlocked and promoting inclusivity in programming. Darla Letourna emphasized the value of town staff and advocated for a cost-of-living adjustment in their compensation. Tom Bellistrieri expressed gratitude for the support of the Weaverville Center for Creative and Healthy Living, noting its success and upcoming transition to town management.

The council directed staff to form an ad hoc advisory group to assist with the transition of the Weaverville Center for Creative and Healthy Living programming to the town, effective July 1. Staff was also instructed to explore options for Florida Avenue improvements, including widened sidewalks and improved lighting, and to develop a cost estimate for consideration. The council set a public hearing and workshop date of May 14 for the Fiscal Year 2024-2025 budget, with a subsequent workshop scheduled for May 16 at the fire department. The meeting concluded with the council entering a closed session to discuss legal matters, contract negotiations, and personnel issues.
