## Summary

The Town Council of Black Mountain convened on August 11, 2025, for a regular meeting focused on operational updates, recovery efforts from Hurricane Helene, and various administrative decisions. The session opened with standard formalities, including a flag pledge and a moment of silence, followed by ethics disclosures from council members confirming no conflicts of interest. The council also recognized Anna Beth Lewis for her heroic actions in saving a life at the Black Mountain Pool.

A significant portion of the meeting was dedicated to departmental updates and grant approvals. Josh Henderson, the Parks and Recreation Director, presented the 2024 annual report, highlighting program successes such as the Halloween at Town Square event, U Sports, and the Community Garden, despite challenges posed by Hurricane Elaine. Fire Chief John Coffey provided a critical update on wildfire risks, noting that Black Mountain’s status as a Wildland Urban Interface area, combined with debris from Hurricane Elaine, has increased fuel loads and evacuation difficulties. The council approved numerous grant applications authorized by the Town Manager, including requests for state revolving fund funding, stormwater improvements, and infrastructure hardening for public facilities. Additionally, the council extended an agreement with Enbridge Gas for 70 days and approved a revised franchise agreement extending operations for 30 years.

Discussion items included the landscaping plans for a Circle K development at Highway 9, where the council acknowledged that current ordinances and the approved site plan do not grant them the authority to prevent the removal of a mature maple tree. The council also debated the potential conversion of South Ridgeway Avenue and a portion of Sutton Avenue to one-way streets, as well as text amendments to the Land Use Code regarding sidewalk seating. Regarding these traffic and zoning issues, the council directed staff to engage the Active Mobility Commission and continue discussions with Norfolk Southern regarding parking options near railroad tracks. Furthermore, the council voted to postpone the discussion on dedicating Fay Jones Lane and Rantis Lane as public streets until the September meeting to allow the Town Attorney to review historical planning documents.

Public comments were received from residents regarding Lake Tomahawk Park, road dedications, the one-way street proposal, and the Circle K development. The council addressed the public input by noting the specific concerns raised, particularly regarding the maple tree removal and traffic safety. The council also approved appointments to several key boards, including the ABC Board, Active Mobility Commission, Planning Board, and Recreation Commission, filling vacancies and reappointing members to ensure continued community representation.

Following the meeting, staff are tasked with executing several action items, including negotiating contracts for grant writing services, implementing the "Black Mountain FireReady" campaign, and transitioning to an opt-out model for emergency alerts via CODERED. The Town Attorney will review historical documents related to Fay Jones and Rantis Lane, while staff will continue pursuing grant applications for infrastructure improvements. The next Town Council meeting is scheduled for September 8, 2025, where the deferred street dedication issue and further updates on ongoing projects will likely be addressed.
