## Summary

The Buncombe County Board of Adjustment convened on August 12, 2026, to address a range of development applications and procedural matters. The meeting began with an advisory regarding potential phishing scams related to fee payments, directing individuals to use the county website for official transactions.

**Key Decisions & Approvals:** The Board approved several applications with associated conditions. These included approval of the Georgetown Self-Storage Phase III, Alden Asheville (Special Use Permit), New Lester Highway Storage Facility (Master Site Plan Approval), a variance request from Justin Nicholas representing Carl and Nicole Cogdill regarding the Cliffledge Trail, and a Planned Unit Development (PUD). Conditions for these approvals varied but generally included requirements related to site plans, permits, landscaping, buffering, retaining walls, and adherence to submitted plans. Notably, any future subdivision for the Alden Asheville or PUD projects will require a new application and Board approval, and both necessitate a 20-foot landscape buffer along specified property lines.

**Discussion Highlights:** A significant portion of the meeting focused on the Hollowcrest Way development and associated concerns raised by residents regarding a proposed retaining wall. Several individuals, including David (formerly Eric), Carol Martin, Jack Sanders representing the Cottages at Glen Oaks Homeowners Association, and Carl Koudelka, sought standing to participate in the proceedings due to concerns about potential impacts. All requests for standing were ultimately denied. A traffic impact analysis (TIA) projecting 1,534 daily trips was accepted by the Board. Concerns were voiced regarding potential traffic congestion on several roadways, including Mallard Run Drive and Glenbridge Road. Warren Sugg, a civil engineer, will present his report on the Hollowcrest Way development at a future meeting. Consideration for the Carroll at Sweeton Creek (ZPH202500038) was postponed for one month, as the applicant is working on a land swap agreement.

**Community Input:** Residents voiced concerns about various aspects of the proposed developments, including setbacks, landscape buffers, retaining wall proximity, potential soil disturbance, vibrations from construction, property value impacts, panoramic views, and traffic congestion. Councilman Gabe suggested Carol Martin could participate as a witness if she couldn’t demonstrate “special damages.”

**Follow-Up Actions & Staff Responsibilities:** Several follow-up actions were identified. Amy will clarify standing requirements and investigate whether Carol Martin has “special damages.” Applicants for Alden Asheville are required to recombine property pins and obtain an NCDOT driveway permit before submitting a site plan application. The applicant for Alden Asheville will continue dialogue with neighbors, address construction process concerns, and install a 20-foot landscape buffer. Staff will upload the supplemental aerial version of C301 (exhibit five) as a document. The applicant will provide detailed lighting plans for Buncombe County review and approval.
