City Council Charts Course for Recovery & Streamlined Governance in PFI Work Session
On June 10, 2025, the City Council convened a combined Policy, Finance, and Infrastructure (PFI) work session – a new committee structure designed to streamline city governance, particularly as the city continues its recovery from a recent significant storm. This session marked an important step in aligning the council's priorities with ongoing recovery efforts and ensuring a more efficient use of city resources. The meeting, held virtually, focused on laying the groundwork for this new approach and gathering guidance from council members.
A primary focus of the session was solidifying the four key recovery areas identified during a recent council retreat: People, Economy, Housing, and Infrastructure & Environment. Council members engaged in breakout sessions to discuss these areas in greater detail, emphasizing the need for long-term community resilience, economic reinvestment (with a particular focus on supporting underrepresented businesses), housing security, and building resilient infrastructure. The council formally affirmed these four areas as the guiding principles for FY26 work planning, signaling a commitment to addressing both immediate recovery needs and long-term community well-being. The council also voted to reestablish four committees: Housing & Community Development (HCD), Planning, Economic Development, & Environment (PEDE), Public Safety (PS), and Policy, Finance & Infrastructure (PFI).
The discussion also centered on how to best utilize the city’s existing advisory boards and commissions within this new PFI structure. The City Manager highlighted the importance of aligning these groups with council priorities to ensure effective resource allocation, and a workshop is scheduled for June 16th to discuss potential reorganization under the four recovery pillars. This aims to streamline efforts and focus resources more effectively, a point echoed by council members who acknowledged the significant workload facing city staff. No formal votes were taken during this work session, reflecting its informational and collaborative nature.
There was no public comment period during the meeting. However, a key takeaway from discussions highlighted the need for a strategic approach to economic recovery that specifically supports underrepresented businesses and builds capacity within the contracting community.
Looking ahead, several key action items emerged from this session. City staff will continue reviewing department work plans and proposed projects to ensure alignment with the organizational work plan, a process that began in May. Fountainworks will present proposed staff work plans to the PFI Council Work Group, and a workshop with advisory board chairs and vice-chairs will be held on June 16th to discuss potential reorganization. Advisory boards are then expected to develop their own work plans aligned with the council's goals in June and July. Regular updates on the Capital Improvement Plan (CIP) and long-term facility planning projects, such as the Public Works Relocation and Transit Maintenance Center, will also be provided quarterly. The PFI committee is slated to meet bi-monthly, preceding regular City Council meetings, ensuring ongoing dialogue and progress toward the city’s recovery goals.
This work session represents a significant shift towards a more streamlined and focused approach to city governance, prioritizing recovery efforts and ensuring that resources are strategically allocated to address the community’s most pressing needs.
