Asheville City Schools Board of Education Meeting Recap: November 3, 2025

On Monday, November 3rd, 2025, the Asheville City Schools Board of Education held a work session focused on equity initiatives, legislative advocacy, and operational improvements. The meeting, attended by Board members George Sieburg, Amy Ray, Sarah Thornburg, Rebecca Strimer, Jesse Warren, Liza Kelly, and Pepi Acebo, aimed to lay the groundwork for upcoming policy decisions and strategic planning. This recap highlights key outcomes and what they mean for our community.

A significant portion of the meeting centered on equity, with a deep dive into the "Courageous Conversations About Race" (CCAR) protocol. Board members engaged in a thorough review of the framework, which includes guiding principles and conditions designed to foster constructive conversations about race and equity within our schools. This initiative aims to equip staff with the tools necessary for more equitable decision-making and a more inclusive learning environment for all students. While no immediate decisions were made regarding implementation, the board’s commitment to this process signals a focus on addressing systemic inequities within the school system.

Beyond internal discussions, the Board initiated planning for legislative advocacy at the state level. Recognizing the need to champion student needs and secure adequate funding, board members discussed developing a formal list of legislative priorities. Recommendations from the Western North Carolina Early Childhood Coalition, particularly concerning funding for early childhood education and student safety (including appropriate staffing ratios for social workers, psychologists, and school resource officers), were considered. The board emphasized the importance of advocating for increased funding overall, calendar flexibility, and a review of current funding calculations to ensure they accurately reflect the needs of our schools. This proactive approach demonstrates a commitment to securing resources that directly benefit students and staff.

The Board also considered a proposal for a student trip to China in June 2026, which would be partially subsidized by the students themselves. While expressing enthusiasm for the opportunity, board members stressed the importance of monitoring U.S. State Department travel advisories. This proposal is slated for approval on the consent agenda at next week’s meeting, indicating broad support from the board.

Finally, discussions regarding facility usage policies, particularly for parent-teacher organizations (PTOs), were held. While the current policy was maintained, the board emphasized a need for clearer communication regarding insurance requirements and ensuring PTOs have access to necessary resources. This focus on clear guidance aims to streamline operations and support the vital work of our PTOs in enhancing school experiences.

What Happens Next?

Several key action items emerged from the meeting: Board members will continue to refine their legislative priorities and submit them via email. The China trip proposal will be voted on next week, and the Board will continue working through the CCAR protocol. The demolition of an old building at Asheville High School is moving forward, with a Request for Proposals (RFP) to be posted soon.
