On November 6, 2025, the Buncombe County Schools Board of Education convened for a meeting focused on recognizing achievements, navigating significant budget challenges, and addressing community concerns. The meeting began with a display of school pride as the Inca High School JROTC presented colors, followed by heartfelt acknowledgements from Superintendent Dr. Jackson and the Board for BCS staff, particularly recognizing Director of School Nutrition Lisa Payne and her team's dedication. The meeting also featured a remarkable series of recognitions celebrating student and staff accomplishments across the district, including West Buncombe Elementary’s national recognition for closing the achievement gap and numerous athletic team successes.
A major focus of the meeting was the current budget situation, which Superintendent Jackson described as “unprecedented” due to the state’s delayed budget and rising operational costs. Faced with this uncertainty, the Board approved a continuation budget that relies on existing funding and support from the County Commissioners. To cover immediate expenses, they also approved utilizing $4.5 million of the district’s fund balance – a decision made with an understanding of the need for careful financial management. The Board discussed potential impacts from a future state budget increase and acknowledged concerns about the ongoing financial strain caused by charter school enrollment and voucher programs. This situation underscores the importance of community engagement as BCS navigates these financial challenges, potentially seeking additional local funding to ensure student success.
Beyond the budget discussions, Dr. Reed presented an overview of the school improvement process, emphasizing its alignment with the Board's strategic plan and the "Elevate BCS" instructional framework. The presentation highlighted a commitment to data-driven decision making, utilizing root cause analysis and performance measures to guide school improvement efforts. This ongoing process ensures that schools are adapting to evolving needs, creating a dynamic and responsive learning environment for all students.
The public comment period provided an opportunity for residents to voice their concerns and perspectives on several key issues. A significant portion of the discussion centered around LifeWise Academy, with numerous speakers expressing strong opposition to its potential inclusion in public schools, citing concerns about religious indoctrination and the separation of church and state. Other topics raised included calls for increased staffing and support for Exceptional Children (EC) programs, encouragement to prioritize diverse classroom libraries, and a request for adjustments to bus routes. These comments reflect the community’s active engagement in shaping the direction of BCS and demonstrate a commitment to ensuring equitable access to quality education for all students.
Finally, the Board unanimously approved the consent agenda, which included routine items like approving minutes from previous meetings, personnel reports, and advisory council member appointments. Notably, the Board approved naming the North Buncombe High School softball field "KP Field" in honor of Carlin Pickens. Looking ahead, the Board will continue reviewing school improvement plans and a public feedback window is open for schools with low-performing designations.
