On June 30, 2025, the Buncombe County Schools Board of Education held a special called meeting to address several critical issues impacting our schools and students. The meeting, attended by all board members, focused primarily on budget adjustments, policy updates, and addressing concerns regarding student transfers.

A significant portion of the meeting revolved around navigating the uncertainty surrounding the state budget. The board unanimously approved an interim budget resolution for the 2025-2026 school year, allowing the system to continue operating smoothly while awaiting finalization of the state budget. This resolution prioritizes maintaining existing services and staffing levels, but includes a plan for managing potential cash flow challenges should the state budget be delayed. Board members also discussed Article 39 funding and House Bill 309, which grants county commissioners flexibility in allocating these funds. Following this, the board approved Budget Amendment #8, detailing specific funding allocations aimed at maximizing state resources before utilizing local funds. A separate School Nutrition Budget Amendment was also approved, reflecting ongoing financial impacts from Hurricane Helene and adjustments to revenue loss.

Beyond budget matters, the board made a decision impacting families utilizing the Learning Labs program. Recognizing rising operational costs, particularly related to staffing after the expiration of COVID-19 stabilization funds, the board approved a tuition increase for Learning Labs from $525 to $600 per month. This adjustment will also allow for expanded services, including pre-school year care days and extended hours on early dismissal days.

The board also addressed the use of personal communication devices in schools, approving a revised Policy 4318, now titled “Use of Cellular Phones and Other Personal Communication Devices.” This updated policy, aligned with emerging state legislation (HB 959), aims to modernize language, clarify expectations for device use during instructional time, and strengthen digital citizenship education. Communication efforts will be prioritized to inform parents and families of the changes through various channels, including website updates.

A key discussion point arose regarding the Discretionary Admissions Release (DAR) process, specifically concerning student transfers for athletic participation. Board member Ms. Clements voiced concerns about consistency and fairness, prompting a request for the policy committee to review and develop clearer guidelines. This is an important step towards ensuring equitable access and opportunities for all students within the district. Finally, the board took a moment to express heartfelt gratitude and appreciation to Kim Matthews for her years of dedicated service as Board Clerk.

Community voices were heard during the public comment period. Reverend Martin emphasized the need for consistent enforcement and clear communication regarding cell phone policies, while Ms. Churchill expressed support for Learning Labs and the importance of keeping families informed about policy changes.

Looking ahead, several action items were identified: The school system will continue to closely monitor the state budget and adjust accordingly. The policy committee will undertake a thorough review of the DAR process, developing clearer guidelines to ensure fairness and consistency. Furthermore, principals and assistant principals will review the updated cell phone policy during their upcoming administrative retreat.

This meeting demonstrated a commitment from the Board of Education to proactively address financial challenges, update policies to reflect current needs and legislation, and ensure equitable opportunities for all students.
