Woodfin Town Council Meeting Recap: January 20, 2026 – Focus on Recovery & Future Initiatives

The Woodfin Town Council convened on January 20, 2026, addressing ongoing recovery efforts from recent flooding events and laying the groundwork for several important future initiatives. The meeting, attended by all council members, focused heavily on updates from Town Manager Shannon Tuck and included a proposal to tackle plastic pollution in the French Broad River. While no members of the public were present to offer comments, the council made several key decisions and outlined important next steps for residents to be aware of.

A significant portion of the meeting centered on progress related to FEMA recovery funds. Council members received encouraging news regarding the Silver Line Park project, with FEMA reversing an earlier decision and approving A&E Services’ bid. Updates were also provided on the ongoing work to repair roads, stormwater infrastructure, and debris removal following the recent flooding. The Riverside Park project continues its fundraising efforts, nearing completion of its goal, and work is ongoing on a large property under the Property Protection and Debris Removal (PPDR) program. The Town has submitted over $11 million in grant applications, including a substantial Hazard Mitigation Grant Program (HMGP) application for improvements to Weaverville Highway – decisions on these grants are pending.

Beyond recovery, the council engaged in a productive discussion about addressing plastic pollution on the French Broad River. Council Member Ken Cohen presented a proposal to collaborate with IPEX, a local industrial company, to improve inventory management and potentially create flood parks. This initiative aims to leverage grant funding and explore a memorandum of understanding with IPEX, potentially offering incentives like expedited permitting. Town staff will now review this proposal to assess its feasibility and potential benefits. The council is also actively progressing with the Climate Smart Communities Initiative, planning a stakeholder meeting in late winter/early spring to gather input before broader public engagement.

The council approved both the agenda and consent agenda without objection, marking a smooth start to the meeting. Other administrative updates included signed contracts with Green Works and the North Carolina League of Municipalities for personnel policy revisions, as well as planning underway for a Town Council retreat on January 29th. Residents are encouraged to review the materials provided in advance of this retreat, which will focus on strategic planning for the town. Finally, updates were provided regarding HVAC issues in town buildings and the ongoing renovation of the Taylor Street building.

Looking ahead, several key action items have been identified. Council members are expected to review materials prior to the upcoming retreat, while town staff will evaluate the proposal for collaboration with IPEX. The town will continue its ongoing efforts to secure FEMA recovery funds and await decisions on the submitted grant applications. Planning continues for a stakeholder meeting focused on the Climate Smart Communities Initiative, demonstrating Woodfin's commitment to proactive planning for a sustainable future. While technical difficulties briefly impacted the Town Manager’s presentation, the meeting ultimately provided valuable insights into the town's progress and future direction.
