Woodfin Town Council Considers Future of Town Hall in Work Session

On September 30, 2025, the Woodfin Town Council held a work session focused on evaluating the future of the town's current Town Hall building and exploring potential options for expanded workspace. The session, led by Town Manager Shannon Tucker, served as the initial step in a longer process to address these critical needs. While no definitive decisions were made, the discussion highlighted key challenges and outlined a path forward for council consideration.

A significant portion of the meeting centered around the current state of the Town Hall, built in 1987. Concerns were raised regarding its structural integrity and accessibility, with the building failing to fully meet modern requirements. Overcrowding is a major issue, with staff utilizing approximately 5,000-6,000 square feet of doubled-up office space. Beyond physical limitations, the current facility lacks adequate public gathering spaces and presents technological inefficiencies that hinder modern operations. Notably, the building also doesn't meet accreditation standards for the Woodfin Police Department, a factor driving their pursuit of accreditation. The impact of Hurricane Helene earlier in the year was also acknowledged, delaying the project due to financial uncertainties and impacting other capital improvement projects.

Council members engaged in a brainstorming session to identify specific needs and goals related to the Town Hall project, emphasizing the importance of community cohesion and resiliency – particularly in light of recent weather events. Discussions touched on code enforcement challenges, with a suggestion to explore community education initiatives alongside any potential building improvements. Council Member Thornton proposed exploring the implementation of a Citizen's Academy as a way to proactively engage residents and provide targeted information on town issues, an idea the council indicated they would consider.

Despite a thorough review of the 2023-2024 feasibility study, no final decisions were made regarding a new Town Hall or expansion plans. The council agreed that this is a council-driven process, and emphasized their commitment to gathering more information before moving forward. Town Manager Tucker underscored that staff is open to various possibilities and does not have a preferred outcome, reinforcing the collaborative nature of this process.

What's Next for Woodfin Residents?

The council has outlined a clear timeline and action items to guide the decision-making process:

  • Information Gathering (October - January): Staff will compile data on FEMA projects, the town's financial standing, and the impact of Buncombe County’s upcoming property tax revaluation.
  • Council Retreat (January/February): A dedicated retreat will be held, potentially utilizing an outside facilitator, to evaluate potential options in detail.
  • Budget Discussions (March-May): The feasibility study findings will be integrated into budget discussions.
  • Potential Action (July 2026): If a decision is made, action could commence as early as July 2026.
  • Citizen’s Academy Exploration: The council will investigate the feasibility and potential benefits of a Citizen's Academy.

This work session marks an important first step in addressing the long-term needs of Woodfin’s municipal operations. Residents can expect ongoing updates as the council explores options and works to ensure that any decisions align with the town’s goals for community growth, resilience, and efficient governance.
