Parks & Community Enrichment Committee Meeting Recap: July 9, 2025

The Parks & Community Enrichment Committee convened on July 9, 2025, to discuss a range of important initiatives impacting our community’s parks, recreation, and overall quality of life. The meeting centered on leadership transitions, recovery efforts following Hurricane Helene, planning for improved pedestrian and bicycle infrastructure, community garden progress, and renovations to Silverland Park. The committee's deliberations will directly influence how our town responds to recent challenges and invests in a more vibrant future.

A significant portion of the meeting focused on leadership changes within the committee itself. Following a period of service as chair, Coral is stepping down, and Adam was unanimously appointed as the new chairperson. Aaron will serve as his alternate, ensuring continuity of leadership. Adam is currently shadowing Coral to gain experience before formally assuming the role at the next meeting, a process designed to ensure a smooth transition.

The committee also engaged in extensive discussion regarding the town’s “Clean Recovery Plan” – a response to Buncombe County's initiative following Hurricane Helene. Staff presented a draft outlining potential recovery projects, with particular attention paid to securing funding through avenues like the CDBG-DR program and EPA technical assistance grants. A key focus is developing “resiliency hubs” to better prepare our community for future events, and addressing safety concerns along Riverside Drive, where increased truck traffic poses a risk to pedestrians and cyclists. Committee members will be exploring options for designating Riverside Drive as a bicycle safety corridor, communicating with the Department of Transportation (DOT) to advocate for improvements.

A major portion of the meeting was dedicated to reviewing a draft comprehensive bike and pedestrian plan, prepared by McAdams. The plan prioritizes several key projects including sidewalks and bike lanes along Merriman Avenue/Weaverville Road, improvements to Elk Mountain Road, and pedestrian upgrades on Jonestown Road. A particularly enthusiastic point of discussion was the proposed connection along Elkwood Avenue, which received strong support for its potential to improve access and safety. The committee also debated the merits of sharrows (shared lane markings) versus multi-use paths and sidewalks, weighing cost considerations against long-term durability.

Beyond planning initiatives, the committee received an update on the thriving community garden project, noting progress in installing raised beds and volunteer efforts. Plans for a pollinator garden are also underway. Finally, discussions centered on the upcoming renovations to Silverland Park, including design and bid documents, a temporary park closure during construction, and a commitment to reopening the park before all renovations are complete. Bids for these renovations will be issued by August, marking a significant step forward in revitalizing this beloved community space.

There was no public comment during the designated forum, however committee members voiced their concerns about safety on Riverside Drive.

Looking ahead, the Parks & Community Enrichment Committee will continue to gather community input on park renovation plans and other projects. Staff will share the draft “Clean Recovery Plan” with committee members for review, and Adam’s shadowing period will continue to ensure a seamless transition in leadership. Residents can expect further updates on these initiatives as they progress, and are encouraged to share their thoughts and concerns with the committee.
