Woodfin Town Council Meeting Recap: May 20, 2025 – Recovery Efforts, Budget Preview & New Appointment Policy
The Woodfin Town Council convened on May 20, 2025, with a full agenda focused on ongoing recovery from Tropical Storm Helene, budget planning for the upcoming fiscal year, and improvements to town governance. The meeting was well-attended, including presentations from Buncombe County officials and public comments from Woodfin residents.
A significant portion of the meeting was dedicated to discussing the ongoing recovery efforts following Tropical Storm Helene. Rachel Sawyer from Buncombe County provided a sobering update, detailing the extensive damage across Woodfin and the wider county. Over 350 homes were destroyed, and over 11,000 damaged within Woodfin alone. Sawyer highlighted the crucial support provided by FEMA and outlined the transition of debris removal to state oversight through a program called SMART. Importantly, residents are encouraged to share their input on recovery priorities by completing a community survey available at engage.buncombecounty.org until May 31st – your voice matters in shaping Woodfin’s recovery plan!
Beyond the storm response, the council also engaged in a preliminary discussion of the proposed budget for the next fiscal year. Town Finance Director Sherry Lovelace presented a plan projecting a slight revenue increase despite ongoing challenges with sales tax. The proposed budget includes funding for key community projects, such as new police vehicles, upgrades to the community center, and restroom construction at Silver Line Park. Importantly, the council is committed to fiscal responsibility and will not be proposing a tax increase, maintaining the current rate of $0.33 per $100 of assessed property value. A public hearing on the budget is scheduled for June, providing residents with another opportunity to offer feedback.
The council also approved a new policy designed to streamline and clarify the process for appointing and reappointing members to town boards and commissions. This policy aims to ensure a transparent and equitable process for filling vacancies, aligning with state regulations. The ABC Board will be the first to utilize this new process as they address their vacant seat. Resident Lolly Frederick, speaking during public comment, commended the council's responsiveness to community needs and emphasized the importance of promptly filling vacancies on boards like the ABC Board, highlighting the challenges that arise when positions remain unfilled.
Finally, a moment of recognition was given to Officer Logan Banks who received the Excellence in Service Award for his heroic actions saving a gunshot victim’s life.
