Woodfin Town Council Kicks Off FY25 Budget Planning

On March 5th, the Woodfin Town Council convened a budget work session, marking the first step in planning for Fiscal Year 2025 (July 1, 2024 – June 30, 2025). This session provided residents with a valuable look into the town's financial outlook and the upcoming budget process, which will culminate in a final vote this June. The meeting was primarily informational, designed to lay the groundwork for future discussions and ensure a transparent approach to responsible financial management.

A significant portion of the meeting focused on reviewing Woodfin's five-year financial forecast, which projects a modest increase in revenues for the next fiscal year. Staff detailed how these projections are made, explaining historical trends and key factors like property taxes and sales tax (noting a significant boost in 2021 due to stimulus funding). The Council also engaged in a discussion about the town’s fund balance, emphasizing its critical role as a safeguard against unexpected expenses and a key indicator of the town's financial health. The current policy aims to maintain a 30% minimum fund balance, with a target of 50%, ensuring Woodfin remains financially stable and creditworthy.

While no formal votes were taken, the Council did address several key topics beyond the financial forecast. The ongoing Blue Way/Green Way project was discussed, and due to funding uncertainties and coordination with the county, a detailed discussion of the proposed town hall project was postponed until later in the year. Updates were also provided on the Community Grant program, which supports local organizations working to benefit Woodfin residents. Council members expressed interest in receiving more detailed reporting metrics from ABCCM, a key recipient of these grants.

The meeting concluded with several clear action items for both staff and the Council. Staff will continue to monitor the financial forecast, providing updates as needed, and are awaiting bids for the Blue Way/Green Way project. The Council will revisit the town hall project later in the year, once a clearer picture of funding and priorities emerges. Council members were also asked to review presentation slides circulated by Shannon, ensuring everyone has access to the detailed information presented.

Ultimately, this work session provided a valuable overview of Woodfin's financial standing and the roadmap for FY25 budget planning. The Council’s commitment to transparency, coupled with their cautious approach to financial management, demonstrates a dedication to ensuring Woodfin remains a thriving and fiscally responsible community. Residents can expect further opportunities for engagement as the budget process progresses, with additional sessions planned in April and May.
