Woodfin Town Council Recap: January 16, 2024 – Progress, Planning, and Ethical Guidelines

The Woodfin Town Council convened on January 16th, 2024, for a productive meeting focused on reviewing past accomplishments, outlining future plans, and establishing ethical guidelines for council members. The agenda included a range of topics impacting residents, from infrastructure improvements to community partnerships and the town's long-term vision.

A significant decision made during the meeting was the approval of a revised landscape maintenance agreement with the North Carolina Department of Transportation (NCDOT). For nearly fifteen years, Woodfin has shouldered the responsibility and cost of maintaining landscaping at Exit 23. This agreement transfers that maintenance back to NCDOT, a welcome change for the town's budget and resources. Discussions centered on responsible disposal of an old fence at that location, with recycling identified as the preferred option.

Town Manager Shannon Tuck delivered a comprehensive report highlighting Woodfin's achievements in 2023, demonstrating progress towards the Council’s established strategic goals. The report showcased successes in providing excellent town services, developing key policies (such as street acceptance and junk vehicle regulations), strengthening community partnerships with organizations like Catholic Charities, YMCA, ABCLT (for affordable housing), and ABCCM (for emergency aid). Notably, the town made strides in staffing and retention, completed street repaving projects, secured grants for bike/pedestrian infrastructure, and supported initiatives to reduce the town's carbon footprint. A key focus for 2024 will be finalizing the Woodfin Comprehensive Plan, with public hearings scheduled in February and March to gather community input – a vital opportunity for residents to shape the town's future.

The meeting included an opportunity for public comment, though no residents chose to address the Council on this occasion. Moving forward, the council approved a new Code of Conduct and Ethics, developed by Council members Edgerton and Irvin. This document establishes clear guidelines for ethical behavior among council members, promoting transparency and accountability in local government—a positive step towards ensuring responsible leadership. Finally, Councilman Jim McAllister received authorization to investigate the future possibilities for the historic Craggy Bridge. While the town is moving forward with a new bridge, McAllister’s inquiry aims to explore options for preserving or repurposing the existing structure, demonstrating a commitment to safeguarding community assets.

Looking ahead, residents can expect further engagement regarding the Woodfin Comprehensive Plan in February and March. The Council will continue to focus on implementing policies related to street acceptance, junk vehicles, and traffic calming measures. Additionally, the Town Manager will continue working on the feasibility study for a new town hall and securing bids for a new well. The Council adjourned to an executive session to discuss legal matters and potential contract negotiations, ensuring these discussions remain confidential as required by state law. This meeting demonstrated a proactive approach to addressing key community needs and planning for Woodfin’s future, underscoring the Council's dedication to serving its residents.
