Woodfin Town Council Meeting Recap: November 21, 2023
The Woodfin Town Council convened on November 21st for a productive meeting focused on recognizing community leadership, addressing resident concerns, and advancing key town initiatives. The meeting was well-attended by council members, town staff, and residents eager to stay informed about local government activities. A significant portion of the evening was dedicated to honoring a pillar of the Woodfin community, alongside discussions on important topics like housing affordability and policing practices.
A major highlight of the meeting was the unanimous approval of a text amendment allowing Accessory Dwelling Units (ADUs) in more zoning districts. This decision, following a public hearing where resident Adam Smith passionately advocated for ADUs as a means of financial stability for young families, is expected to provide greater housing options and potentially address affordability challenges within the town. The council stipulated that implementation of these regulations should prioritize economic development, preservation of community character, housing affordability and an integrated mix of housing types. Alongside this approval, the council unanimously approved a consent agenda which included updating town public safety ordinances regarding weapons and firearms.
Beyond the ADU discussion, a significant portion of the meeting was devoted to honoring Jerry V. Hunt, a long-time resident and former Mayor who served Buncombe County Emergency Services for 47 years. The council formally adopted a proclamation recognizing his decades of service, including navigating significant events like the 1993 blizzard and the 2004 flood, as well as his instrumental role in developing the Woodfin Greenway Blueway project. Mr. Hunt was also nominated for the Old North State Award, a recognition of his contributions to the state. Residents Walt Brewer took the opportunity during public comment to express gratitude for recent road paving projects, specifically praising the work of French Broad Paving.
Several other important topics were addressed during the meeting, providing residents with a comprehensive update on town operations. Town Manager Jenna provided updates on ongoing initiatives including the Comprehensive Plan and Feasibility Study, emphasizing the importance of gathering public comments. The Police Department is implementing a new traffic stop data collection program, with Chief Dykes outlining the program's purpose in promoting fair and unbiased policing. The council also received an update on ABC operations, noting a flat revenue stream despite efforts to boost sales through initiatives like overstock sales. Finally, ongoing challenges with salt shed construction due to rebar availability were discussed within the Public Works update.
Looking ahead, several key action items emerged from the meeting. The council will focus on finalizing plans for a February retreat, securing a facilitator and setting an agenda to guide future discussions. Staff will continue efforts to recruit patrol officers for the Police Department and temporary staff for Public Works, while also working to collect outstanding stormwater fees. The Silverline Park Master Plan update and restroom facilities remain priorities, with ongoing collaboration with consultants. Residents can expect to see continued efforts in implementing the newly approved ADU regulations, providing guidance and support for those interested in building accessory dwelling units. The town will also continue to collect and analyze traffic stop data, with the ultimate goal of sharing this information publicly on the SBI website to promote transparency and accountability.
This meeting demonstrated a commitment from the Woodfin Town Council to address key community needs, recognize dedicated public servants, and promote transparency in local government operations. Residents are encouraged to stay informed about these ongoing initiatives by visiting the town's website and attending future council meetings.
