Woodfin Town Council Meeting Recap: September 19, 2023
The Woodfin Town Council convened on September 19th for a meeting focused on routine approvals, significant project updates, and addressing resident concerns. The meeting included recognition of a long-time community volunteer and provided valuable insights into the ongoing Town Hall/Town Center project. Overall, the meeting highlighted both progress and challenges facing the town as it navigates growth and infrastructure improvements.
The council began by approving a comprehensive consent agenda, streamlining several administrative tasks. This included approving the July tax collection report (ensuring financial transparency), finalizing budget adjustments related to previous Parks and Greenways spending, formally reducing the speed limit on a portion of State Road 1674, and appointing Jackie Craig to the ABC Board. A notable item on the consent agenda was approval of a permit for the Greenway project, marking a crucial step forward in expanding recreational opportunities within Woodfin.
A significant portion of the meeting was dedicated to public comment, where resident Max Parton voiced strong concerns regarding the recently implemented stormwater utility fee. He argued that some residents, particularly those on Engle Road, are being unfairly charged due to a lack of storm drains and questioned the fee’s legality. Parton's comments underscored a growing concern among some residents regarding equitable distribution of costs and the effectiveness of the service. In response, the council directed him to connect with Bob, the stormwater administrator, for a detailed review of his calculations and potential adjustments.
Beyond addressing resident concerns, the council took time to formally recognize Walt Brewer for his decades of dedicated service, particularly as chairman of the Parks and Greenways Advisory Committee. A heartfelt video tribute showcased Brewer's significant contributions to the town, highlighting his commitment and impact on Woodfin’s parks and green spaces.
The Town Manager's report, delivered by Sherry Lane (standing in for the out-of-town Shannon), provided updates on several key initiatives. The council approved minor architectural adjustments to the basement design and purchased a new vehicle for the Public Works Department. A significant portion of this report focused on the Town Hall/Town Center project, where LS3P presented their findings from community engagement and outlined potential design concepts. The firm favored Site B (the current town hall location) due to its accessibility and proximity to Woodfin Elementary. The proposed design emphasizes pedestrian-friendly spaces, flexible uses (potentially including a community center and police department), and future expansion possibilities. While the presentation was well-received, Councilman Lunsford raised concerns about the project's ambitious size (28,000 sq ft) and potential costs, suggesting a need for careful consideration of financial feasibility.
What's Next?
Several key action items emerged from the meeting: Residents experiencing issues with their stormwater utility bills are encouraged to contact the town's stormwater administrator, Bob. The Town Council will continue working closely with LS3P to refine the building program and design concepts for the Town Hall/Town Center project, incorporating community feedback. Importantly, a draft of the comprehensive plan is expected in early October and will be released for public comment. Finally, residents can expect to see proposed amendments to zoning ordinances – including regulations regarding steep slopes, nonconformities, and building heights – under review by the council in the near future.
This meeting demonstrated Woodfin’s commitment to both addressing immediate resident concerns and planning for the town's future. The ongoing discussions surrounding the Town Hall/Town Center project, coupled with the review of zoning ordinances, will significantly impact Woodfin’s development and character in years to come.
