Planning Board Meeting Recap: April 4, 2023
The Planning Board of Adjustment held its regular meeting on April 4th, 2023, addressing several key items impacting the town's development and future. The meeting was called to order with approval of the agenda and previous minutes, and proceeded without public comment.
A significant portion of the meeting focused on two new business items: a proposed senior living facility and revisions to town zoning regulations. The Board engaged in detailed discussion regarding a conditional rezoning request for a 152-unit senior living facility planned for Reynolds Mountain Boulevard. Currently zoned Community Shopping, the developer is seeking a rezoning to Community Shopping 2 and a Conditional Zoning Use to accommodate the four-story, 55-foot tall building. The facility promises a community lifestyle with amenities like a movie theater, cafe, gym, and outdoor spaces, catering to residents seeking convenient services and social interaction. Board members discussed potential impacts on nearby properties (including a school and residential areas), parking considerations, signage, and lighting. Ultimately, the Board decided to forward a recommendation regarding this project to the Town Council for further consideration.
Beyond development proposals, the Board also tackled a significant update to town zoning procedures. Following direction from the Town Council, they unanimously approved a text amendment that would streamline planning and zoning processes. This amendment includes two key changes: first, it allows the Town Manager to designate a Zoning Administrator, offering greater flexibility in staffing. Second, and perhaps more significantly, it proposes consolidating the Planning Board and Board of Adjustment into a single "Planning Board of Adjustment." This combined board would have expanded membership for legislative matters (like rezonings) and designated quasi-judicial members for hearings involving variances and special use permits. The Board believes this consolidation will improve efficiency, address potential quorum challenges, and better align with the needs of a smaller municipality. This approved amendment will now move to Town Council for final approval, potentially reshaping how zoning decisions are made in the future.
Regarding unfinished business, a review of the Robin Hood Ministerial Review was postponed until May 2nd. The applicant requested this continuance to continue discussions with stakeholders, including the Bernsteins and CRLU.
