PGAC Meeting Recap: Riverside Park Development, Volunteer Opportunities & Future Planning (May 10, 2023)

The May 10th meeting of the Planning & Growth Advisory Committee (PGAC) focused on several key initiatives impacting our town, particularly those centered around Riverside Park and future community engagement. The meeting provided updates on ongoing projects, discussed potential challenges, and outlined plans for volunteer support and future planning.

A significant portion of the discussion revolved around the Riverside Park wave development project, a major undertaking for our town. While no formal votes were taken regarding the wave itself, the committee reaffirmed its support for the project's continued progress despite ongoing permitting hurdles with agencies like the Army Corps of Engineers and the Division of Water Resources. The committee acknowledged the need to adjust construction plans as required, and are awaiting a draft easement agreement from Norfolk Southern due to the project's proximity to their railway lines. A newly formed Wave Modeling Task Force, comprised of key community members including Mark Hunt (chair), Chris, Coral, Wayne, Justin Thompson, Rowan Stewart, Shane Benedict, Eric, will be crucial in addressing potential concerns related to public safety, volunteer usage, and town policies surrounding wave operation. This task force will meet monthly until September, culminating in a recommendation to the PGAC in October – a key date for residents interested in understanding the long-term impact of this development. The committee emphasized a vision for Riverside Park as a premier destination, potentially attracting regional and national events like competitive kayaking competitions.

Beyond the wave project, the meeting addressed other important matters. The town successfully sold a former building for $7,000 and demolition of another structure at Riverside Park is underway following asbestos testing. Recognizing the need for increased community support, the committee initiated a discussion about formalizing volunteer opportunities within our parks and along the river. Options explored included partnering with existing organizations or even pursuing an AmeriCorps member to coordinate volunteer efforts, a move that would significantly enhance our ability to maintain and improve public spaces. The committee also acknowledged the need for balanced access and responsible management regarding outfitter use of the river, highlighting a commitment to ensuring equitable enjoyment for all park users.

There were no direct public comments during the meeting, but discussions reflected an awareness of community interest and potential concerns surrounding outfitter use.

Looking Ahead: Key Action Items & Next Steps

Several important action items emerged from the meeting, shaping the direction of these initiatives:

  • Wave Modeling Task Force: Monthly meetings will continue through September, culminating in recommendations for the PGAC in October. A Doodle Poll will be scheduled to find convenient meeting times.
  • Demolition at Riverside Park: Completion of asbestos testing will pave the way for demolition.
  • Permitting Process: The town continues to work through permitting challenges, awaiting the Norfolk Southern easement agreement.
