Woodfin Planning and Zoning Board Meeting Recap - January 3, 2022

On January 3, 2022, the Woodfin Planning and Zoning Board convened a meeting focused primarily on zoning requests related to properties recently annexed into the town. The meeting, attended by members of the PBOA (likely a local business organization), proceeded smoothly with initial approval of the agenda and minutes from the previous meeting. Notably, there were no public comments received during the designated time for citizen input.

The core of the meeting centered on three zoning requests, all seeking to transition properties from Buncombe County’s “Open Use” designation to the town of Woodfin's "Mountain Village" (CZ) zoning. The first request, concerning 19.58 acres on Olivet Road (Mountain Village Rezoning), involved clarifying the need for CZ zoning to align with Mountain Village requirements. While concerns were raised about sidewalks, the board ultimately approved the rezoning, recognizing the rural nature of the area and the existing absence of sidewalks in surrounding developments. A similar outcome occurred with the second request, involving 5.132 acres on Sweet Fern Parkway, which was approved as an expansion of the Mountain Village development.

The most extensive discussion revolved around a request from Tree House Haven, seeking to rezone 17 acres on Serenity Ridge Trail from Community Shopping to Mountain Village (CZ). Mr. Parrish, the applicant, presented a vision for unique treehouse-style lodging and emphasized his commitment to community partnership. The board explored potential impacts on public access, which will remain largely unchanged, and debated a height exception request for the Steam Pump House. Ultimately, the board approved the rezoning while removing the previously considered height exception condition. Mr. Parrish highlighted his company's focus on sustainable development and a collaborative relationship with the town, demonstrating a desire to integrate positively within Woodfin.

The board's decisions pave the way for these development projects to move forward, with Tree House Haven expected to seek additional approvals for individual structures within their planned development. Residents should note that while these zoning changes represent significant shifts in land use, the board considered existing conditions and potential impacts on public access during their deliberations. The next steps involve Tree House Haven pursuing further approvals, and residents interested in learning more about the stormwater management plans for Tree House Haven are encouraged to follow up with the town planning department.
