Woodfin Town Council Meeting Recap: October 18, 2022

The Woodfin Town Council convened on October 18th to address a variety of important issues impacting our community. The meeting, attended by all council members, covered financial matters, development plans, safety concerns, and future town policies. This recap highlights the key decisions made, discussions held, and actions planned to keep you informed about how your local government is working.

A significant portion of the meeting focused on development and safety within the new Riverwalk Drive area. Residents Mark Hunt and Daniel Duddy voiced serious concerns about the dangerous intersection of Riverside Drive and Riverwalk Drive, citing visibility issues and speeding drivers. Jonathan Grucci also raised questions about the future of the adjacent community field, noting it is part of a study exploring potential town-owned properties for redevelopment, including the possibility of relocating Town Hall. The council acknowledged these concerns and committed to discussing potential safety improvements with the North Carolina Department of Transportation (DOT). A summary of those discussions will be provided at a future meeting. Regarding the community field, residents should note that no definitive plans have been made yet, but all options remain under consideration.

Beyond development concerns, the council approved several key financial and regulatory updates. They unanimously approved a resolution authorizing the issuance of $1.5 million in general obligation bonds, part of a larger previously approved bond package. The council also formally accepted the LGC-approved audit, confirming Woodfin’s strong financial standing. Significant updates were also made to the town's zoning and subdivision ordinances. The revised Subdivision Ordinance clarifies requirements for new lots, while changes to the Zoning Ordinance now mandate sidewalks in larger developments (over 30,000 sq ft or 20 units) and projects generating significant traffic. Finally, the council approved a voluntary annexation request for two parcels of land adjacent to the Olivet community, paving the way for future development in that area.

A notable discussion centered on compensation for elected officials. Council members expressed a desire to attract a more diverse pool of candidates and ensure that serving on the council is financially accessible. A motion was approved directing staff to prepare a budget amendment reflecting a potential compensation increase, which will be considered during the next budget cycle. This reflects a commitment to ensuring local government is accessible and appealing to individuals from all backgrounds.

Looking ahead, several action items were identified for the town manager and staff. They will be providing a summary of discussions with the DOT regarding safety improvements at Riverside Drive/Riverwalk Drive. The town is also moving forward with its comprehensive planning process, having approved Quantum Engineering Consultants as the consultant. The town manager will also work with the planning board to explore whether a fee in lieu of sidewalks is an option for developers. Finally, efforts continue to find a partner organization to administer the community grant program (formerly known as the Christmas Fund).
