Woodfin Planning Board Meeting Recap: Addressing Short-Term Rentals and Future Growth

On October 4, 2022, the Woodfin Planning Board held a meeting focused primarily on proposed changes to zoning regulations and addressing concerns surrounding short-term rentals. A significant number of residents, property owners, and realtors attended to voice their opinions on these important issues. The meeting provided a valuable opportunity for community members to engage in the planning process and understand potential changes impacting Woodfin.

A key decision of the meeting was the Planning Board's approval of proposed text amendments related to subdivision and zoning ordinances. The board deemed these amendments reasonable, in the public interest, and consistent with Woodfin's comprehensive plan. This approval paves the way for streamlining zoning regulations and clarifying definitions related to land use within the town.

The most substantial portion of the meeting centered on proposed changes to Woodfin’s short-term rental ordinance. The Town Manager and Interim Planning Director, Shannon Tuck, presented a plan to integrate short-term rentals into the existing zoning code (Chapter 54), consolidating regulations for clarity and establishing a "limited use" category. This would require specific conditions for homestays and short-term rentals, potentially including enhanced enforcement measures like escalating fines. A significant debate arose regarding the possibility of “amortization,” allowing existing short-term rentals to continue operating for a limited time before the new regulations take full effect. This concept was met with both support and caution from those involved in the short-term rental market.

Public comment was a vital part of the meeting, with numerous residents and realtors sharing their perspectives. Concerns were raised about parking issues, particularly on steep slopes and in cul-de-sacs, as well as potential impacts on property values. Many emphasized the need for responsible regulation that balances resident concerns with the economic benefits short-term rentals can provide to local businesses and property owners. Several speakers highlighted the importance of ensuring any regulations are fair, reasonable, and don’t unduly burden those who rely on short-term rentals for income.

Following the public comment period, the Planning Board acknowledged the diverse viewpoints expressed and committed to further discussion on the amortization option. They also pledged to consult with the local Realtor’s Alliance to gather additional data and input. Beyond short-term rentals, a realtor raised concerns about pedestrian safety on Woodfin Avenue due to ongoing construction of the Silver Line plastic plant, highlighting a need for attention to traffic and pedestrian flow.

The town will continue exploring the amortization option for existing short-term rentals. Residents with short-term rentals are encouraged to obtain necessary permits, and the town will focus on enforcing existing regulations. Importantly, Woodfin is re-initiating its Comprehensive Planning process, providing further opportunities for residents to participate in shaping the future of their community. This meeting marked a significant step in addressing evolving land use challenges within Woodfin.
