Woodfin Planning & Zoning Committee Discusses Updates to Subdivision and Zoning Ordinances

On September 6, 2022, the Woodfin Planning and Zoning Committee convened to discuss proposed amendments to the town's subdivision and zoning ordinances. While a full quorum wasn’t present, preventing formal votes, the meeting provided valuable insight into upcoming changes designed to modernize Woodfin’s planning practices and align them with those of neighboring communities like Asheville and Weaverville. The discussion centered on updates aimed at improving pedestrian infrastructure, clarifying regulations, and ensuring consistent application of planning principles.

A significant portion of the meeting focused on proposed changes to both subdivision and zoning ordinances. Regarding subdivisions, committee members discussed revisions allowing privately maintained easements for up to four lots (20 feet wide for residential, 30 feet for commercial), with crucial safety requirements including turnarounds for emergency vehicles on longer easements. New standards were also introduced to address "flag lots" – properties with long, narrow driveways – aiming to ensure reasonable width and driveway placement. Updates were also proposed for new street construction, establishing a standard 45-foot right-of-way width (with an exception for steep slope areas) and clarifying how existing roads should be extended.

The zoning ordinance updates generated considerable discussion, particularly regarding new requirements for sidewalks in major subdivisions (over 20 lots), large building projects (over 300,000 sq ft or over 20 units), and developments generating significant traffic. To address concerns about the impact on existing businesses, a “fee in lieu” option was considered, allowing developers to contribute funds towards future sidewalk projects instead of building them directly. A lively discussion ensued regarding pedestrian and bicycle access, with Riverside Drive being a key point of focus – highlighting the need for safer crossings and exploring potential greenway development opportunities. Committee members raised questions about implementation challenges, particularly in established neighborhoods where sidewalks don't currently exist.

While no formal votes were taken due to the quorum issue, community input was received and considered. Several committee members voiced support for the overall direction of the proposed changes, acknowledging their importance in modernizing Woodfin’s planning regulations. Concerns were raised about potential impacts on parking and existing businesses, prompting further discussion on the "fee in lieu" option.

Looking ahead, the proposed amendments will be revisited at the next Planning and Zoning Committee meeting on October 4th (the first Tuesday) at 6:00 PM. Following that, the changes will be presented to the full Planning Board for further consideration and potential vote. These updates represent a significant step towards ensuring Woodfin’s planning regulations are current, consistent with regional best practices, and supportive of a vibrant and accessible community. Residents are encouraged to attend future meetings to stay informed and participate in shaping Woodfin’s future.
