Woodson Town Board of Commissioners Meeting Recap – May 17, 2022

The Woodson Town Board of Commissioners held a comprehensive meeting on May 17, 2022, addressing a wide range of topics impacting our community. The meeting began with a moment of silence to acknowledge recent global events and confirmed that all board members were free from financial conflicts related to the agenda items, ensuring a transparent process. Overall, the meeting showcased the town's focus on infrastructure improvements, supporting local businesses, and planning for the future.

A significant portion of the meeting was dedicated to approvals under a consent agenda, streamlining several key decisions. The Board approved a new "Purchasing and Contract Policy Resolution," outlining the process for approving town contracts. A discussion was held regarding potentially lowering the approval threshold to $90,000 for all contract types – a change that could expedite the approval process. The board also formally recognized Juneteenth as an official town holiday, granting employees paid time off. Finally, they approved a resolution related to financing the upcoming paving project, a necessary step for securing funding from the Local Government Commission.

Community voices were heard during the public comment period, with Northside Drive resident Guy Smith raising concerns about the deteriorating condition of his road. He highlighted its designation as the worst-repaired road in town, prompting assurances from town officials that paving work is imminent and updates on the timeline will be provided. The ABC Board reported a slight decrease in alcohol sales, likely due to ongoing COVID-19 effects, and discussed plans for a new board member application process and employee salary reviews.

A major focus of the meeting was the update on the Riverside Park expansion design. Equinox Environmental presented their 60% designs, which include expanded parking with a turnaround for food trucks, a new seating patio, relocation of the pavilion, and exciting natural playground features like a mud kitchen and rock scramble. The board engaged in discussion regarding potential trailer parking and ensuring the park remains accessible to all residents while accommodating business needs.

The Board also approved amendments to the zoning and subdivision ordinances, aiming for greater clarity and efficiency in the application process. These changes define "application" within the zoning ordinance, clarify requirements for obtaining a Certificate of Zoning Compliance (including application and fee payment), and streamline the final plat submission process. A difficult decision was made to medically retire Police Canine Chef due to health concerns (idiopathic epilepsy), transferring him to Canine Hero Haven, a specialized organization supporting retired service dogs.

Finally, the Board reviewed a draft budget for Fiscal Year 2023 totaling $8,041,572. This budget proposes no increase in property tax rates and includes substantial funding for the paving project, stormwater infrastructure improvements, and a feasibility study for a new town hall. The budget also incorporates the use of American Rescue Plan (ARPA) funds for various projects.

What's Next?

The public hearing for the FY23 budget is scheduled for June 21st, providing residents with an opportunity to offer feedback. The Board will also continue exploring options for replacing Police Canine Chef and considering the implementation of a potential stormwater utility fee. Residents are encouraged to stay informed about these ongoing discussions and participate in upcoming public forums.
