Buncombe County Board of Commissioners Budget Work Session Recap – May 3, 2022

On May 3, 2022, the Buncombe County Board of Commissioners (BOC) held a work session dedicated to reviewing and discussing proposed adjustments to the county's budget for the upcoming fiscal year. A major point of debate revolved around the Silver Line building, with Commissioners exploring options for repurposing it. The possibility of transforming it into an open-air facility with public restrooms was discussed, potentially addressing equity concerns and attracting additional funding through ARPA grants. $250,000 in ARPA funds are currently proposed for this project. The Board also discussed the need to lease four new police vehicles and replace a public works flatbed truck and zero-turn mower, emphasizing the importance of having backup vehicles to ensure public safety.

The discussion extended to how Buncombe County will utilize its $2.14 million in ARPA funds, with approximately $465,000 currently committed. This leaves a substantial portion – roughly $1.67 million – available for allocation, prompting the Board to consider various community needs. Finally, a positive note was struck with projections indicating a significant increase in the county’s fund balance, potentially reaching $500,000 by year-end. This bolstered financial position could help offset costs associated with the expansion budget items.

During the meeting, residents and Commissioners shared their perspectives. Several Commissioners questioned whether a proposed 6% cost-of-living adjustment (COLA) for county employees aligns with current market trends. Concerns were raised about the practicality of providing rollout trash cans to all residents, particularly those with mobility challenges. A resident also voiced concerns about the potential impact of demolishing the Silver Line building on its assessed value. These comments highlighted a desire for thoughtful consideration and community engagement in the budgeting process.

Looking ahead, several key action items have been identified. The Board will continue refining the budget and potentially making adjustments in preparation for a draft proposal presentation on May 17th. A public hearing regarding the budget is scheduled for June, providing residents with a formal opportunity to voice their opinions. The Board also indicated interest in exploring the feasibility of establishing a stormwater utility fee and adopting state model ordinances for telecommunication towers. The future of the Silver Line building remains under consideration, with a focus on its potential to address equity concerns and serve as a valuable community asset.
