Woodfin Planning Board Meeting Recap: January 13, 2022
The Woodfin Planning Board held its regular meeting on January 13, 2022, addressing several key issues impacting land use and development within the town. The meeting was attended by existing board members and welcomed new members who will be sworn in at the next meeting. This recap provides a clear overview of what was discussed, decided, and what residents can expect moving forward.
A significant portion of the meeting focused on two rezoning requests. The board unanimously approved a request from Sourwood Inn, located at 810 Elk Mountain Scenic Highway, to rezone their property from Buncombe County designation to a Low-Density Residential Conditional Zoning District (R43). This decision will allow the inn to continue operating and potentially expand by up to 50 rooms dedicated to wellness purposes, while adhering to minimum lot size requirements and utilizing well/septic systems. Former owner Mike Parrish emphasized the importance of preserving views from the property during discussions, highlighting a key consideration for residents in the area.
The board also reviewed plans for the Serenity Summit Subdivision, a major development at 999 Serenity Summit Circle. Developers from GDU, LLC proposed reducing the density of the project from eight homes to seven, increasing lot sizes and home footprints. The revised plan incorporates vegetation to screen a retaining wall, ensuring compatibility with the existing Serenity Ridge Homeowners Association. While no vote was taken on this proposal, it marks a step forward in the development process within Woodfin.
Beyond specific proposals, residents raised concerns during public comment regarding parking congestion and safety on Johnstown Road, particularly around holidays. They requested consideration of “no parking” signage to alleviate these issues and improve emergency access, a point the board acknowledged and will likely address in future discussions. A broader discussion also took place regarding a draft of the Steep Slope Ordinance, designed to regulate development in areas with steep slopes. Drawing inspiration from existing ordinances in Buncombe County and Asheville, the board ultimately decided to table the ordinance for further review and public input. A public hearing on this important topic is scheduled for February 1st, providing residents an opportunity to share their thoughts and concerns.
Looking ahead, several action items were identified for the next meeting in February. New board members Glenda, Jeff, and J. will be officially sworn in. The board also plans to discuss potential candidates for Vice Chairperson, with Adrian tasked with gathering information and bios on all board members. Finally, all board members are expected to review the draft Steep Slope Ordinance in preparation for the public hearing. The meeting concluded with a sense of optimism, described as an opportunity to have "a productive year" for the Woodfin Planning Board. Residents are encouraged to attend the February meeting and participate in discussions regarding the Steep Slope Ordinance, ensuring their voices are heard as Woodfin continues to grow and evolve.
