Woodfin Board of Commissioners Addresses Commissioner Vacancy and American Rescue Plan Funding

On January 4, 2022, the Woodfin Board of Commissioners held a special meeting focused on two significant matters: filling the vacancy left by Commissioner Angel’s resignation and reviewing the town's use of American Rescue Plan (ARP) funding. The meeting, attended by the remaining commissioners, aimed to establish a transparent process for selecting a new commissioner and ensure responsible allocation of ARP resources.

The primary focus initially was addressing the vacant Commissioner seat. Following recommendations from the North Carolina School of Government, the Board opted for a structured application process to ensure fairness and community involvement. Residents interested in serving on the Board are encouraged to submit resumes or letters of interest, potentially answering a question submitted by current commissioners. The application period will run from January 4th to February 4th, with potential interviews the week of February 7th. A final decision is expected at the regularly scheduled Board meeting on February 15th, with the newly selected commissioner being sworn in that day. This process prioritizes transparency and allows for broad community participation in selecting the next commissioner, ensuring a voice for Woodfin residents.

The second major topic of discussion centered on the American Rescue Plan (ARP) funding, a crucial resource for addressing the ongoing impacts of the COVID-19 pandemic. The Board reviewed current spending plans, acknowledging evolving guidance from federal and state agencies regarding eligible uses of the funds. Several projects are already underway, including updates to Police Department policies (contracted with a national company), planning for a Victory Garden at an elementary school, and work on the Comprehensive Plan with the Land of Sky Regional Council. The Board also approved funding for providing Wi-Fi access in parks and a new LED display sign at Town Hall. A significant portion of the ARP funds are being dedicated to addressing critical stormwater infrastructure issues, identified through recent audits and planning efforts. While the Board was pleased with progress on these initiatives, a key point of discussion revolved around ensuring that all ARP expenditures directly address the public health consequences of COVID-19, as required by Treasury Department guidelines.

During the discussion on ARP funding, a commissioner raised concerns about projects potentially impacting private property and requested clarification of guidelines. The Board agreed to carefully review eligibility requirements for all expenditures before moving forward, demonstrating a commitment to responsible and compliant use of these funds. Staff will continue monitoring guidance from the Treasury Department, and a policy is being considered to clarify projects eligible for funding on private property. Furthermore, the Board will review and adopt a plan specifically addressing stormwater issues in February.
