Woodfin Planning & Zoning Board of Adjustments Meeting Recap – October 14, 2021
The Planning & Zoning Board of Adjustments (PZBOA) for Woodfin convened on October 14, 2021, to discuss several key development proposals and address concerns related to short-term rentals within the community. The meeting, attended by board members and local residents, centered around balancing economic growth with preserving Woodfin’s unique character and addressing resident concerns.
A major highlight of the meeting was the unanimous approval of a master site plan for the proposed Treehouse Village development. This ambitious project, envisioned as a unique tourist destination inspired by locations from popular fantasy stories like Harry Potter and Lord of the Rings, will consist of nine treehouses across 8.93 acres, alongside existing structures to provide a total of eleven rental units. The developer presented plans for the aesthetically distinct treehouses, emphasizing their potential to attract visitors and contribute positively to Woodfin’s economy. While a resident raised concerns about adequate parking for potential wedding events, the developer assured the board that they anticipate smaller gatherings and have sufficient parking available.
Beyond the Treehouse Village proposal, a significant portion of the discussion revolved around the growing prevalence of short-term rentals in Woodfin. Board members voiced concerns about the potential impact on affordable housing and neighborhood stability, noting an apparent increase in these rentals. While acknowledging the need to address this issue, the board agreed to postpone any significant policy changes pending a review of relevant state legislation. This indicates a cautious approach, recognizing the complexities involved in regulating short-term rentals at the local level while respecting state oversight.
The meeting also included a variance request from Amanda Ray, a resident of 31 Green Oak Road. Ms. Ray sought permission to reduce the required side yard setback for an artist's studio/shed from 10 feet to 6 feet. Her request was driven by the need to avoid disturbing an existing, aging water line that serves a neighboring property. After discussion and confirmation of her positive relationship with the neighbor, the PZBOA approved Ms. Ray’s variance request.
Looking ahead, several key action items emerged from the meeting. The PZBOA will continue to monitor state legislation concerning short-term rentals, indicating a commitment to addressing this evolving issue when appropriate. The developer of the Treehouse Village project will now need to secure all necessary permits and address crucial aspects like utility, drainage, and stormwater management. Finally, the board committed to ongoing monitoring of the impact of short-term rentals on Woodfin’s community, signaling a continued focus on ensuring responsible growth and preserving the town's character.
This meeting underscored Woodfin’s commitment to thoughtful development, balancing opportunities for tourism and economic growth with the needs and concerns of its residents. The decisions made reflect a desire to foster a vibrant community while navigating complex issues like short-term rentals and ensuring responsible land use. Residents can expect further updates on the state legislation review and progress related to both the Treehouse Village development and potential adjustments to short-term rental policies.
