Woodfin Planning & Zoning Board of Appeals Meeting Recap: October 11, 2021

On October 11th, the Woodfin Planning and Zoning Board of Appeals (PZBOA) held a meeting to address several key zoning matters impacting our community. The meeting, which ran for several hours, focused primarily on two significant rezoning requests and routine ordinance amendments. This recap provides a clear overview of the discussions, decisions made, and what these actions mean for Woodfin residents.

The meeting began with a review of procedural matters, including confirming attendance protocols and outlining guidelines for public comment. Residents wishing to speak on agenda items were required to sign up in advance, with a three-minute time limit per speaker and 45 minutes allocated for general public comment. The board then moved on to the core agenda items, beginning with a request to rezone property at 198 Elk Mountain Road from R-10 (Residential) to R-7 (Residential). After a brief discussion considering the surrounding zoning and potential impact of a new driveway, the board voted to approve this rezoning request, aligning with existing residential zoning and facilitating a smaller home development.

The most substantial portion of the meeting centered on a proposal to rezone property on Blueberry Hill Road from Community Shopping (CS) to Light Industrial (LI), a change that would allow for the construction of a self-storage facility. This proposal sparked considerable debate and a lengthy public hearing, with residents raising significant concerns about the potential impact on their neighborhood. Key points of contention included worries about increased traffic, particularly at the intersection of Blueberry Hill Road and Weaverville Road, potential disruption to the neighborhood's character, and concerns about the accuracy of information provided regarding the size and scope of the proposed facility. The applicant responded to these concerns, emphasizing that the planned facility would be smaller than initially perceived and wouldn't generate a disproportionate amount of traffic. Despite these assurances, the Board ultimately voted to recommend that the Woodfin Board of Commissioners not approve the rezoning request, reflecting a clear consideration of community concerns.

Beyond these major rezoning requests, the PZBOA also addressed several ordinance amendments required by state regulations under 160D. These updates, which were unanimously approved, aim to modernize and clarify the town's zoning procedures by: refining definitions within existing codes, strengthening standards for board member and staff conduct to prevent conflicts of interest, allowing the use of performance guarantees to ensure infrastructure improvements are completed as planned, and providing applicants with greater flexibility when regulations change during the permitting process.

Throughout the meeting, board members consistently acknowledged and valued the input of residents, demonstrating a commitment to incorporating community perspectives into their decisions. The discussions underscored the importance of aligning zoning choices with Woodfin's comprehensive plan and ensuring transparency and accuracy in communicating proposed developments.

What’s Next? The Woodfin Board of Commissioners will now review the PZBOA's recommendation regarding the Blueberry Hill Road rezoning request and make a final decision. The ordinance amendments approved during this meeting will also be forwarded to the Board of Commissioners for their final adoption. Residents are encouraged to stay informed and participate in future public hearings as these matters progress.
