The Buncombe County Board of Commissioners (BOC) convened on September 21, 2021, addressing a diverse range of topics impacting the community. The meeting included recognition of local heroes, administrative updates, planning for the future through a comprehensive plan review, and discussions surrounding financial matters, particularly those related to American Rescue Plan (ARPA) funding. A significant portion of the meeting was dedicated to recognizing the exceptional service of Woodfin Police Department officers Sergeant Joshua Greer and Officer Matthew Buckner. Both were lauded for their swift and life-saving actions during a stabbing incident, with Officer Buckner also recognized for successfully reviving an individual experiencing an overdose using Narcan. This heartfelt recognition underscored the Board's appreciation for law enforcement’s dedication to community safety and their willingness to go above and beyond.
The Board also made several key decisions related to town administration and planning. They approved a temporary personnel adjustment, designating the Town Administrator as Deputy Finance Officer to ensure continuity during the absence of the Finance Director. Following a public hearing, the Board formally adopted the 2021 Comprehensive Plan – a revised version of the 2008 plan. During the public hearing, residents Nathan Miller and Galen Wilcox voiced concerns regarding community involvement in planning processes and transparency related to development projects, respectively. The Board acknowledged these concerns while ultimately approving the plan with recommendations from the Planning Board, recognizing its importance as a guide for future development decisions.
A major focus of the meeting revolved around utilizing American Rescue Plan (ARPA) funding to support various community initiatives. The Board approved several projects, including updating the Woodfin Police Department’s policy manual to incorporate pandemic-related protocols and improve accessibility, developing a comprehensive stormwater management plan in partnership with the Land of Sky Regional Council and Anchor QEA, and providing funding for improvements at Silver Line Park. A proposal to incentivize COVID-19 vaccinations for town employees was also presented, though the final outcome of this initiative remains to be seen.
Finally, a financial update was provided by Eric, covering the ongoing audit process (receiving positive feedback to date), the transition to a new credit card program expected to generate cost savings, and consistent sales tax revenue reflecting a gradual economic recovery. The Board also discussed upcoming projects like the Greenways project, which includes a partnership with AB Tech and discussions about outfitter relationships. A new potential partnership with HIPPSIDE Management to discuss recycling and rollout carts was also discussed.

Staff will be focusing on developing the 2022 Comprehensive Plan, engaging with stakeholders to ensure a collaborative process. The Woodfin Police Department will begin implementing the updated policy manual, and work on the stormwater management plan will continue in partnership with regional organizations.
