The primary focus of the meeting was a revised preliminary plat for a seven-lot subdivision planned for 14 Crestville Avenue. This revised proposal, which involves demolishing an existing vacant house on the property, was met with enthusiasm from the Board. They unanimously recommended approval of this preliminary plat to the Town Council, paving the way for a new residential development in that area. A substantial portion of the meeting was also dedicated to a request from Greenway Residential Development to rezone approximately three acres on Reynolds Mountain Boulevard. Currently zoned for community shopping, the developer seeks a Conditional Zone CS2-ZZ to construct a 60-unit apartment complex specifically designed for residents aged 55 and over. A key aspect of this proposal is its commitment to providing 100% affordable housing, targeting residents earning up to 80% of the Area Median Income (AMI), with discussions exploring potentially lowering this target to 60% AMI. The proposed three-story building, with a maximum height of 42 feet and including 90 parking spaces, incorporates a landscaping plan that includes a 15-foot buffer to protect the adjacent residential area. The Board, recognizing the need for affordable senior housing options in Woodfin, unanimously approved this conditional zoning request, subject to conditions outlined in Exhibit D.

While no public comments were received during the meeting itself, it's important to note that proactive communication with residents near the proposed subdivision had already taken place. Board members consistently expressed their support for both projects, highlighting how they align with the town's broader goals and contribute to Woodfin’s existing character. The developer emphasized their dedication to providing much-needed affordable housing for seniors, a sentiment that resonated with the Board.

Looking ahead, several key action items are on the horizon. The approved preliminary subdivision plat will now be forwarded to the Town Council for final approval, expected at their February meeting. Greenway Residential Development will submit a tax credit application in May, with results anticipated in August. Construction of the apartment complex is tentatively scheduled to begin in Spring 2027, pending final approvals. Finally, the Planning Board will follow up with the Town Council to ensure a smooth transition and coordinate future discussions. These developments represent significant steps towards addressing housing needs within Woodfin, offering opportunities for new residents and contributing to the town's overall growth.
