Burke County Commissioners Meeting Recap: January 21, 2025

The Burke County Board of Commissioners held their regular meeting on January 21, 2025, with all commissioners present. The session covered a range of important topics impacting the county's finances, infrastructure, and community services. This recap highlights key decisions made, discussions held, and what residents can expect moving forward.

A major focus of the meeting was addressing potential shifts in the county’s financial landscape. County Manager Brian Epley presented a detailed plan for budget re-engineering, acknowledging potential modest declines in both property and sales tax revenues. The board responded positively to Epley’s proposals, which emphasize repurposing existing resources and exploring alternative revenue streams. Specific cost-saving initiatives already underway include streamlining Solid Waste management through improved recycling and eliminating contracted hauling, as well as a leak detection study for the Water/Sewer system. A key decision in this area was the approval of bringing EMS billing services in-house, a move expected to significantly increase revenue and improve efficiency.

Beyond fiscal matters, the commissioners approved several impactful changes. A text amendment to the zoning ordinance was passed, allowing for temporary dwellings like RVs or campers during home construction or repair. This provides much-needed flexibility for residents facing housing challenges and reflects a commitment to addressing local needs. The board also approved a rezoning request, changing two parcels on Liberty Church Road from General Business to Residential 3. Finally, the Foothills Regional Airport Authority presented a compelling update showcasing its vital role in the region's economy, supporting 125 jobs and generating over $1.5 million in tax revenue annually. The board formally accepted this report, recognizing the airport's significant contribution to Burke County.

Community input was provided by Christie Gupton, a candidate for the Public Health Advisory Board, who expressed her commitment to improving healthcare access and reducing costs. While generally positive, the appointment process wasn't without some debate; Commissioner Stroud voiced a reservation regarding the appointment of Mr. Carswell to the Board of Adjustment, citing a perceived lack of professionalism as a factor. Commissioner Burgess also encouraged residents to support the YMCA's annual fundraising campaign, highlighting its importance to the community.

Looking ahead, several key action items were identified. The Board will continue budget discussions during a work session in March as they finalize plans for the coming fiscal year. The Water/Sewer fund will undergo an assessment by Willis Engineering to identify potential improvements and cost savings. The county will also renegotiate hospital contracts with the goal of improving revenue generation for EMS services. Finally, residents are encouraged to apply for open positions on various boards and committees – a vital opportunity to participate in local government.

This meeting demonstrated the Board of Commissioners' focus on responsible fiscal management, addressing community needs, and supporting key regional assets like the Foothills Regional Airport. Residents can expect further discussion on budget priorities in March and are encouraged to stay informed about opportunities for civic engagement.
