Event RecapOn January 7, 2025, the Burke County Board of Commissioners held a pre-agenda meeting to discuss items slated for consideration at their upcoming regular meeting. This session, attended by the Board of Commissioners and key county staff including County Manager Alan Glynn and Health Director Danny Scalise, provided a crucial opportunity for preliminary discussion and review before formal decisions are made. The meeting covered a range of topics impacting residents, from financial management to community development and public health.
A significant portion of the meeting centered on the County’s transition to in-house billing for Emergency Medical Services (EMS). The County Manager presented a detailed update, highlighting the projected $6.9 million revenue increase and improved collection rates resulting from this change. This transition, driven by increased call volume and a more efficient billing process, represents a major financial win for Burke County. Beyond EMS, the Board received an overview of ongoing “REACT, REBUILD, RETHINK” strategic plan initiatives aimed at streamlining county operations and maximizing resource allocation. These efforts include cost-saving measures like bringing solid waste transport in-house, optimizing fleet management, and focusing on health services optimization.
The Board also engaged in discussions regarding two zoning matters. A request to rezone parcels on Cape Hickory Road from general business to residential three was discussed, with the Planning Board already recommending approval. This rezoning would allow for single-family housing on these properties, potentially addressing housing needs in the area. A proposed text amendment regarding temporary dwellings – allowing RVs or FEMA trailers on properties with active building permits – was also discussed. This amendment, designed to provide temporary housing options during construction or in the aftermath of disasters like Hurricane Helene (for which emergency funding was approved), aims to offer flexibility and support for residents facing housing challenges.
Beyond these key discussions, the Board unanimously approved a consent agenda encompassing routine items such as reaffirming the County’s Code of Ethics, appointments to various committees (including the Adult Care & Nursing Home Committee and Local Emergency Planning Committee), and plat review officer removals. The Health Department provided a positive report, noting encouraging trends in disease rates for Hepatitis A and Chlamydia. The Burke County WIC program received a Gold Award from the USDA, further demonstrating its effectiveness and positive impact on the community. Finally, the Board entered a closed session to discuss matters related to NCGS 143-318, with no resulting action taken.
What's Next for Residents?
The discussions and presentations from this pre-agenda meeting will directly inform the agenda for the upcoming Board of Commissioners meeting. Residents are encouraged to attend that meeting (date TBD) to hear the formal presentations and participate in public hearings regarding the zoning amendments. The transition to in-house EMS billing is already underway, and residents should see improvements in billing processes and potentially lower costs. The County’s ongoing strategic planning efforts, focused on efficiency and resource allocation, will continue to shape county services for years to come. Keep an eye out for updates on the County’s website and in local news outlets regarding these developments.
