A key focus of the kickoff meeting was establishing the groundwork for a transparent and collaborative process. The task force formally adopted a regular meeting schedule, occurring on the first Tuesday of each month at 9:00 AM, and agreed to adhere to Robert’s Rules of Procedure. Members elected a chairperson and vice-chairperson, who will lead the group's activities moving forward. Recognizing the importance of public trust, discussions centered on maintaining transparency and actively engaging with the community throughout the revaluation. County officials highlighted previous initiatives like the Citizens Academy as examples of their commitment to open communication and resident involvement.
The meeting also provided a detailed overview of ad valorem taxation, the legal framework underpinning property taxes in North Carolina. Tax Office Director John Bredgers explained how this system works and emphasized the need to carefully analyze market trends to ensure fair valuations. Jerry Norvell, a commercial real estate developer on the task force, underscored the importance of understanding market values and their connection to property tax assessments. County Manager Brian Epley emphasized that the task force’s work is vital in building trust and ensuring a statistically-driven system, rather than relying on individual appraisals.
Looking ahead, the Task Force will meet monthly, beginning December 2nd, to delve into specific aspects of the revaluation process. Future meetings will focus on analyzing sales ratios, land values, and other crucial data points used to develop “schedule values,” the statistical tables that determine property assessments. Residents can anticipate receiving more detailed information about the revaluation process and opportunities to provide input as it progresses. This is a significant undertaking, and the Task Force’s work will directly influence how Burke County residents pay their property taxes in 2027 and beyond.
