Burke County Board of Commissioners Pre-Agenda Meeting Recap – April 7, 2025

On April 7, 2025, the Burke County Board of Commissioners (BOC) held a pre-agenda meeting to discuss items slated for consideration at their upcoming regular agenda. This session, attended by the full Board of Commissioners, served as a preliminary review and discussion to ensure informed decision-making. The meeting covered a range of topics impacting the county, from public safety to community development and budget adjustments.

A significant portion of the meeting focused on a request from Chief Charles Autry regarding a tax rate increase for the Salem Fire and Rescue department. The Chief presented a compelling case, highlighting increased call volume (a staggering 143% increase since 2013) and rising operating costs. He also explained the need to pay off the mortgage on their new fire station and begin saving for a replacement fire engine, scheduled for delivery in August 2026. While the Board acknowledged the department's dedication and financial responsibility, they ultimately decided to table this discussion for further consideration at a future meeting, indicating a need for more detailed information.

Beyond public safety, the Board also addressed two zoning map amendment requests. Alan Glines presented proposals for 2907 NC 8 South (ZMA 2025-01) and Ashton Drive (ZMA 2025-02). The first request, to rezone a small parcel on NC 8 South from residential to general business, received support from the Planning Board and is expected to proceed. The second request, concerning a larger parcel on Ashton Drive, faced opposition from the Planning Board due to concerns about buffering and potential impact on neighboring residents. The Board agreed that further information regarding these zoning requests will be presented at a future meeting, allowing for more comprehensive review and community feedback.

The Board approved the consent agenda unanimously, which included several routine items such as proclamations recognizing National Public Safety Telecommunicators Week, Cruelty to Animals Prevention Month, and the National Day of Prayer. They also approved a contract with Duke Energy and a release/refund report for March 2025.

Several budget amendments were also considered, including allocating funds for ebooks through State Aid Library Funds, finalizing a lease agreement for fire department facilities with Home Trust Bank/Longtown Fire Department, and addressing revisions to ARPA compliance policies. The Board also approved budgeting for expenses related to the county’s FEMA public assistance application following Hurricane Helene, moving funds to a dedicated capital reserve for Western Piedmont Community College, and making the final payment to Partners Behavioral Health. Margaret Pierce was tasked with returning with revised ARPA compliance policies for review at a future meeting.

During the public comment period, a resident voiced concerns about the potential impact of rezoning on a neighboring property. There was also discussion regarding collaborative efforts between local fire departments to potentially leverage economies of scale in equipment purchasing.

What this means for Burke County residents: The discussions surrounding the Salem Fire and Rescue tax rate increase will directly impact property owners, as a potential adjustment could affect their tax bills. The zoning map amendment decisions will influence land use and development patterns within the county, potentially impacting property values and neighborhood character. The budget amendments demonstrate the County’s commitment to supporting vital services like libraries, emergency response, and community college programs. Residents are encouraged to stay informed about these ongoing discussions and participate in future meetings as decisions are made. The Board will continue to revisit the Salem Fire and Rescue tax rate increase and zoning map amendment requests at future meetings, providing opportunities for further public input.
