COMMISSIONERS' MEETING ROOM, 110 N. Green Street, Morganton, Morganton, NC, 28655

Event RecapOn Monday, October 6th, the Burke County Board of Commissioners held a pre-agenda meeting to prepare for their upcoming regular board meeting on October 20th. This session primarily focused on informational briefings and setting the stage for future discussions, providing residents with a preview of items likely to be addressed in greater detail later this month. The meeting, which began at 3:00 PM, included presentations from various organizations and county departments, covering a range of topics impacting Burke County.
A significant portion of the meeting was dedicated to understanding ongoing conservation and forestry efforts within the county. Representatives from the Foothills Conservancy presented updates on their work, including popular initiatives like Oak Hill Community Park and Forest. They highlighted the importance of hurricane relief funding for trail repairs, emphasizing their commitment to preserving public recreation spaces. Following this, Eco Foresters detailed the extensive damage caused by Hurricane Helene to Burke County’s forests (an estimated 46,000 acres) and the need for proactive forest management to prevent wildfires. Commissioner Burns voiced particular concern about overgrown vegetation along roadways, prompting a discussion on potential equipment investments to address this issue. The County Manager has been tasked with investigating these options, a topic that will likely be revisited at the October 20th meeting.
Beyond conservation, the Board received a presentation from Hope Hembree, a social work professional with Burke County DSS and a former foster youth. Her brief but impactful sharing of her personal story underscored the importance of supporting foster care initiatives within the community. DSS staff then presented their monthly operational report, outlining efforts to improve onboarding for new employees and implementing a statewide child welfare management system (Path NC) to enhance data utilization. Concerns were also raised by Regional Director Paul Holder regarding potential cuts to Medicaid funding due to legislative shortfalls, a situation that could significantly impact healthcare providers and access to care for Medicaid recipients in Burke County. Holder will provide a further update on this critical issue at the next board meeting.
Several decisions were made during the pre-agenda session, including unanimous approval of the agenda for the October 6th meeting and the appointment of Charles Whitty from the Sons of the American Revolution to the America 250 North Carolina Committee. The Board also approved a consent agenda, which included recognizing October as Chamber of Commerce Month, authorizing the county to act as a capital agent for Burke County Public Schools' construction project, and approving monthly reports from the Tax Department.
While public comment was limited, residents who attended were able to ask questions of the presenters. The upcoming regular board meeting on October 20th promises a more in-depth discussion of these topics, including a public hearing regarding zoning amendment CD-ZMA 2025-05. This pre-agenda meeting provided a valuable overview of the issues facing Burke County, laying the groundwork for important decisions that will shape the community’s future. Residents are encouraged to attend the regular board meeting on October 20th to participate in these discussions and learn more about how county government is addressing key challenges.
