Burke County Board of Commissioners Meeting Recap – April 20, 2026

The Burke County Board of Commissioners held their regular meeting on April 20, 2026, a session marked by extensive recognition of community members and key approvals impacting the county’s development and operations. The meeting, attended by all Commissioners, included a mix of ceremonial recognitions, formal votes on ordinances and agreements, and opportunities for public comment.

A significant portion of the meeting was dedicated to honoring individuals who have made substantial contributions to Burke County. The Board formally recognized Amy Kincaid, a Guardian ad Litem; Jainny Estrada from the North Carolina School of Science and Mathematics (Morganton campus) for her volunteer coordination efforts; Burke County Emergency Services and the Salem Fire Department for their life-saving actions in several critical incidents; Allen Wood, retiring President/CEO of Burke Development Incorporated (BDI), with Brandon Happers introduced as his successor; and John Bridges, the retiring Tax Administrator. Namritha Nelson was appointed as the interim Tax Administrator and sworn in during the meeting, marking a transition within county leadership. These recognitions highlighted the dedication of individuals working to improve Burke County’s well-being and economic vitality.

Beyond recognizing these contributions, the Board took several key decisions impacting county operations and development. They unanimously approved an ordinance amending the Burke County Zoning Ordinance, streamlining processes for the Board of Adjustment and Planning Board. A crucial Interlocal Development Agreement with the Town of Valdese was also approved, paving the way for a 140-unit residential development (Valdez Bluff). This agreement includes stipulations to ensure developer accountability and a commitment from both the county and town to support necessary infrastructure improvements. The Board also approved a master services agreement with Garrett Moore Engineering for landfill engineering, demonstrating their commitment to responsible waste management. A large number of budget amendments were also approved through a consent agenda, reflecting ongoing adjustments to county spending priorities.

During the public comment period, residents John Clark and Belinda Klein voiced concerns regarding the proposed DigiPowerX data center. They emphasized potential negative impacts on water usage, noise pollution, air quality, and the local economy, urging the Board to prioritize community consent before proceeding. These concerns underscored a growing interest in understanding and mitigating potential environmental and economic consequences of large-scale development projects within the county.

Looking ahead, several action items were identified. Appointments to the America 250 committee are underway, and a plan utilizing state grant funds for infrastructure improvements related to the Valdez Bluff development was approved. The County Manager highlighted ongoing efforts to strengthen community engagement through the Citizen’s Academy, a program designed to educate residents about county government and encourage active participation. The Board announced upcoming meetings, including a pre-agenda meeting on May 4th and the regular meeting on May 18th, where a public hearing is scheduled to further discuss the Interlocal Development Agreement. Residents interested in providing input are encouraged to register or sign in for the Informal Public Comments section at future meetings.

This meeting demonstrated a focus on recognizing community contributions, approving key development projects, and addressing resident concerns. The Board's actions will have a tangible impact on Burke County’s future, and residents are encouraged to stay informed about upcoming meetings and opportunities for public engagement.
