Buncombe County Schools Board Addresses Hurricane Helene Aftermath at Emergency Meeting
On October 18, 2024, the Buncombe County Schools Board of Education convened an emergency-called meeting to address the significant challenges and plan for the return to school following Hurricane Helene. The meeting, attended by all board members, focused heavily on assessing the impact of the storm, supporting students and staff, and outlining a plan for resuming classes. The overarching theme throughout the meeting was community resilience and collaborative effort, repeatedly emphasized by Board members and school officials.
A primary focus of the meeting was understanding the scope of the devastation within the school system and broader community. Dr. Jackson, Superintendent for Buncombe County Schools, reported that while all 22,213 students and staff members have been accounted for, a significant number (418 students and 110 staff) experienced substantial hardship due to the hurricane, including loss of homes, displacement, or family member. The meeting also highlighted a dramatic increase in the number of McKinney-Vento students (those experiencing homelessness) from 254 to 776, underscoring the widespread impact on families. The Board acknowledged and expressed deep gratitude to first responders, utility crews, county, state and federal agencies, Buckingham County Schools staff, charter schools, city school system, government agencies, law enforcement, businesses and faith-based organizations for their tireless efforts.
The Board made two key decisions aimed at minimizing disruption to the academic calendar and supporting student learning. First, they unanimously approved marking 19 missed school days as "complete," a measure authorized by Session Law 2024-51 (Disaster Recovery Act). Second, the Board unanimously approved a revised calendar that compacts the first semester, ending on January 24th. This includes shifting an early dismissal day to April 1st and maintaining exam exemptions for high school students. These adjustments are designed to address the instructional time lost due to the hurricane while ensuring a structured learning environment.
Discussions centered on practical logistics for reopening schools, with department heads providing detailed updates. Transportation challenges due to impassable routes were discussed, leading to plans for establishing community stops to accommodate students unable to reach their regular bus stops. Facilities and Maintenance reported extensive damage to seven schools, requiring attention to water issues, equipment repairs, and fire watch requirements. The Child Nutrition department outlined modified menus and a commitment to providing meals for all students, relying on bottled water deliveries due to ongoing issues. Student Services emphasized the need for staff support and reconnecting activities, addressing the trauma experienced by students and families.
While no formal public comments were taken, Board member Ms. Clannins offered a heartfelt expression of gratitude for the dedication shown by school staff, volunteers, and community partners. Dr. Jackson repeatedly emphasized the theme "Together We Rise," highlighting the school system's commitment to supporting students and staff throughout this challenging time.
Looking Ahead: The following actions are underway: Staff will return to work on Wednesday, October 23rd and Thursday, October 24th. Students will return to school on Friday, October 25th with a two-hour delay. The Board will continue to monitor the situation, provide ongoing support for impacted students and families (including counseling services), work with DOT to adjust bus routes, and provide guidance to teachers on compacting curriculum. The next regularly scheduled Board of Education meeting is set for November 14, 2024. This emergency meeting demonstrated the Board's commitment to ensuring a safe and supportive return to learning for all Buncombe County students amidst the ongoing recovery efforts.
