Burke County Board of Commissioners Pre-Agenda Meeting Recap – November 5, 2024

On November 5, 2024, the Burke County Board of Commissioners held a pre-agenda meeting to prepare for their upcoming regular meeting. This session focused on key issues facing the county, particularly those stemming from Hurricane Helene and ongoing efforts to expand broadband access. The meeting provided updates on disaster relief, recognized local achievements, and laid the groundwork for decisions impacting residents.

A significant portion of the meeting centered around the aftermath of Hurricane Helene. Representatives from FEMA and the Small Business Administration (SBA) presented updates on disaster relief efforts, highlighting that over 11,900 Burke County residents have registered for assistance and nearly $9 million has already been distributed. Residents were reminded that the registration deadline is November 27th, though extensions are possible, and encouraged to utilize resources like the Disaster Recovery Center at Foothills Education Center. The SBA is also offering low-interest loans to help homeowners, renters, businesses, and non-profits recover from storm damage. Commissioners acknowledged the ongoing efforts to support those affected by the hurricane, emphasizing the importance of navigating FEMA's complex processes. To that end, the Board approved engaging DCMC Partners as a consultant to assist with FEMA’s public assistance process, ensuring the county receives proper reimbursement for storm-related expenses.

Beyond disaster recovery, the Board addressed several other important matters. They approved a revised agenda for their upcoming meeting, removing consideration of the BDI IDF natural gas project for further review. Several recognitions were in order, celebrating Deputy Dustin McKinney’s completion of the Advanced Law Enforcement Certificate, EMS employees for life-saving efforts (a formal presentation will be at the regular meeting), and the WIC program for receiving a Gold Level Breastfeeding Excellence Award from the USDA. Dr. Sarah Byars was also recognized for receiving the American Public Health Association’s WC Woodward Award, and Commissioners Carswell and Moewe will be formally honored for their public service at a later date.

The Board also considered several items related to infrastructure and governance. Public hearings are scheduled for the upcoming meeting regarding road name changes: one in the Hawksbill subdivision (changing Green Court to Green Mountain Court) and another for an unnamed private road off Smoky Creek Road, where the Board will choose between three potential names. Finally, the Board approved several consent agenda items, including declaring December 3rd as Burke County Non-Profit Day, approving financial reports from Western Piedmont Community College and the Tax Collection Report. They also approved a contract with Eagle View Technology to provide aerial imagery services, supporting the county's ongoing efforts to expand broadband access throughout Burke County.

What Happens Next & Why It Matters:

The decisions made during this pre-agenda meeting will directly impact Burke County residents. The engagement of a FEMA consultant means improved chances for the county to receive full reimbursement for hurricane-related expenses, easing the financial burden on taxpayers. The ongoing discussions regarding opioid settlement funds and their use to sustain the Recovery Court demonstrate a commitment to addressing substance abuse issues within the community. The upcoming public hearings on road name changes will affect residents’ addresses and mailing services, so participation is encouraged. The Board's focus on broadband expansion will ultimately connect more residents and businesses to vital online resources, fostering economic growth and improving quality of life.

The Board will continue discussions on some items at their regular meeting on November 19th, so residents are encouraged to stay informed and participate in the process. Details on the full agenda for that meeting can be found on the Burke County Government website.
