Recap of the June Commission Meeting: Burke County Board of Commissioners
On June 18, 2024, the Burke County Board of Commissioners convened for their regular June meeting. The session, which began at 6:00 PM and concluded after extensive budget deliberations, covered a range of important topics impacting Burke County residents. All commissioners were present, alongside key county staff providing vital updates and recommendations. The meeting included a period of invocation led by Pastor Keith Barnett and the Pledge of Allegiance, setting a tone of community engagement.
A significant portion of the meeting was dedicated to approving the Fiscal Year 2024-25 budget, a key decision impacting all county residents. Following a presentation by County Manager Brian Sizemore outlining the budget’s strategic priorities, the Board unanimously adopted the FY24-25 budget ordinance. Sizemore highlighted a commitment to fiscal responsibility, emphasizing that the budget was developed using a zero-based budgeting process, requiring departments to justify all spending. The approved budget prioritizes investments in public safety (Sheriff's Department and Fire Departments), education (addressing teacher salaries and student-teacher ratios), crucial improvements to water/sewer infrastructure, and sustainable solid waste management practices. Importantly, the property tax rate will remain at 56 cents – a notable reduction from previous years. Alongside budget approval, the Board also approved capital projects including Courthouse renovation, County Parks and Trails improvements, upgrades to the Indian Hills Pump Station, and funding for Eastern Burke County Elementary School.
Beyond budget discussions, the Board recognized several outstanding community volunteers during a Governor’s Volunteer Service Awards ceremony. Honorees included Karen Milner, the Walk & Roll Activities League, Allen Polishek, Debbie Hawkins, Gary Jennings, and Sonia Reed. Their dedication to various causes was lauded as a testament to the spirit of volunteerism within Burke County. The Board also approved a rezoning request from Jason Ramsey, changing his property on Drexel Road from Residential 3 to General Business. This decision followed a recommendation from the Planning Board and, after brief discussion, was approved by the Commissioners.
The meeting also included a detailed update from Mike Willis, Director of Emergency Management. Willis reported on grant funding received for various programs, a significant increase in fire inspections conducted, and ongoing upgrades to the county’s communications infrastructure including the implementation of a new radio system (Viper). Construction of a new emergency management warehouse is underway, and the department continues to develop and implement school violence plans.
During a public comment period, Locke Conklin raised concerns about the Burke County Library and its programming. Carla Kincaid delivered a heartfelt message celebrating Juneteenth and honoring civil rights activist Opal Lee, adding a moment of reflection to the proceedings.
Looking ahead, the Board’s immediate focus will be on implementing the approved FY24-25 budget. The Courthouse renovation project, along with other capital projects, will move forward as planned. County staff are also tasked with addressing the concerns raised by Locke Conklin regarding library programming, likely to be a topic of discussion in future meetings. The Board will continue efforts related to LME/MCOs and pharmacy benefit managers, indicating ongoing attention to healthcare-related issues.
