HCCBG Advisory Committee Meeting Recap: Addressing Funding Concerns for Aging Services in Buncombe County
On February 26, 2025, the Buncombe County Home and Community Care Block Grant (HCCBG) Advisory Committee convened to discuss critical funding challenges facing aging services within the county. This meeting, attended by committee members and representatives from various organizations providing care for older adults, focused heavily on addressing a projected 25% reduction in supplemental aging funds and ensuring continued support for vulnerable residents. The committee's deliberations will directly impact the availability of essential services like in-home care, transportation assistance, and other programs vital to Buncombe County's aging population.
A significant portion of the meeting centered on concerns surrounding the stability of funding sources for these crucial services. Members expressed worry about a potential "year-end rush" to spend remaining funds, echoing experiences from the previous fiscal year. The committee received updates on how existing grant money is being utilized, noting that while most providers are progressing as planned, the Council on Aging and United Community Development Council (UCD) on Aging are facing delays due to storm-related closures and the ongoing lead pipe testing initiative. The committee acknowledged that UNITE, Eplint Charities, and Working Wheels are actively spending their allocations. A key discussion point was the complexity of navigating funding transfers between Buncombe County and the Block Grant process, highlighting a desire for streamlined procedures.
Recognizing the need to proactively address potential funding shortfalls, the committee engaged in a robust discussion about advocating for continued support from Buncombe County. Members agreed on the importance of educating county commissioners about the vital role these programs play in supporting a vulnerable population, particularly given the ongoing recovery efforts following recent severe weather events. The committee plans to share demographic data with commissioners, illustrating the significant need for these services within the community. A key decision was made to aim for a final decision on fund allocation by the end of April, providing providers with ample time to adjust their plans if necessary.
To ensure transparency and proactive communication, several action items were assigned. Suzanne will draft emails to individual county commissioners outlining the committee's concerns and requesting a meeting, while also drafting an email for distribution to providers informing them of the funding status and encouraging grant applications. Melissa will assist Suzanne in crafting this provider communication, and Susan is tasked with drafting a public comment to be presented at the March 4th County Commissioner meeting, where Eileen and Melissa may provide support. Zach will continue to monitor UCD’s progress over the next two weeks. Finally, it was noted that the grant application deadline is Friday, March 7th at 5:00 PM. The next committee meeting is scheduled for March 26th, at which point the grant will be released.
Ultimately, this meeting underscored the challenges facing aging services in Buncombe County due to potential funding reductions. The HCCBG Advisory Committee is actively working to address these concerns by advocating for continued county support, ensuring clear communication with providers, and developing a plan to navigate the evolving funding landscape. Residents can expect further updates as these efforts progress, with the next committee meeting scheduled for March 26th.
