Civil Service Board Meeting Recap - November 7, 2024

The Civil Service Board convened on November 7, 2024, to address several key initiatives aimed at improving efficiency and staffing within the city's Fire Department. The meeting, attended by all Board members, focused primarily on modernizing hiring practices and clarifying roles within the Fire Marshal's Office. The discussions centered around ensuring the city attracts and retains highly qualified personnel to support public safety efforts.

A significant portion of the meeting was dedicated to changes within the Fire Department’s structure and hiring processes. The Board unanimously approved a motion reclassifying the Fire Marshal position from "Division Chief" to "Battalion Chief," reflecting a shift in supervisory responsibilities. Following this, the Board approved streamlining testing procedures for several critical positions within the Fire Marshal's Office – including the Fire Marshal, Fire and Life Safety Educators, Senior Deputy Fire Marshals, and Assistant Fire Marshals. This change will allow the department to simultaneously consider both current city employees (internal candidates) and external applicants who meet “preferred” qualifications, a distinction clarifying that "qualified" candidates fulfill mandatory requirements while "preferred" candidates possess additional valuable skills and experience. Board members emphasized the importance of selecting the best-qualified individuals, regardless of their current employment status.

Further reinforcing this focus on qualifications, the Board also unanimously approved adding two specific certifications as mandatory requirements for the newly established Battalion Chief position within the Fire Marshal's Office. These include certification as an International Association of Arson Investigators (IAAI) Certified Fire Investigator and a North Carolina Fire Inspector 3 Certification. These additions will ensure that individuals in this critical role possess specialized expertise in fire investigation and code enforcement, bolstering the Fire Department's capabilities. Finally, the Board approved the testing process for a newly transitioned full-time position: Public Safety Radio Branch Program Manager, designed to improve coordination between the Police and Fire Departments. The approved process includes a structured interview, prioritization exercise, stakeholder session, technical performance assignment and some discretion by the Fire Chief.

Public participation in the meeting was limited, with minimal public comment offered during the session. While a brief moment of levity occurred when one Board member required clarification on a motion, the overall tone was professional and focused.

Looking ahead, several key action items will be implemented following these decisions. The Fire Department will begin implementing the approved changes to its testing procedures, and the Fire Marshal’s Office will now operate under the Battalion Chief classification. City management will continue exploring opportunities to share resources and improve coordination between public safety agencies. The next Civil Service Board meeting is scheduled for December 5th at 2:30 PM, providing an opportunity to monitor progress on these initiatives. Overall, the meeting demonstrated a commitment from the Civil Service Board to modernize processes and ensure the Fire Department is equipped with highly skilled professionals dedicated to serving our community.
