Board of Elections Meeting Recap: November 8, 2024

The Board of Elections convened on November 8, 2024, for a comprehensive meeting focused primarily on post-election activities following the recent election. The session was lengthy and detailed, addressing various challenges that arose during voting and outlining next steps for finalizing election results. Board members and staff were recognized for their dedication, particularly given recent weather-related disruptions that impacted election preparations.

A significant portion of the meeting centered on reviewing challenges – issues identified between voting and Election Day – and supplemental ballots received on Election Day (referred to as CIVs/Uwakaavas). The Board approved a substantial number of ballots with photo ID exception forms, following established procedures. In contrast, they voted to disapprove two ballots cast by individuals who were later determined not to be registered voters. The Board also approved 148 overseas civilian ballots, ensuring that votes from citizens abroad are properly accounted for. A key decision was the scheduling of a meeting on November 19th to prepare for potential recounts in both a statewide race and a local Black Mountain City Council election, highlighting the Board's readiness to handle any necessary post-election procedures.

During the meeting, a voter was able to address the Board via phone regarding a missing witness signature on their ballot. The matter was discussed and addressed, demonstrating the Board’s responsiveness to voter concerns. Beyond individual ballot reviews, a broader discussion arose regarding the clarity of instructions for photo ID exception forms. Board members acknowledged a need to review and potentially update these procedures, aiming to streamline the process for voters in future elections. The Board also approved the meeting agenda without objection and scheduled several important follow-up meetings to address outstanding tasks.

Looking ahead, the Board has a busy schedule of upcoming meetings and actions. A meeting is planned for November 12th to review remaining challenges, followed by a Canvas Meeting on November 14th where provisional ballots will be processed. Unofficial election results have been posted, and staff will continue reviewing supplemental CIVs/Uwakaavas. Importantly, Board staff will be contacting voters regarding outstanding challenges to provide them with options for resolution. The upcoming meetings and ongoing review of procedures underscore the Board's commitment to ensuring fair elections, addressing any irregularities promptly, and continuously improving processes for future voting cycles. Residents can expect further updates as these tasks are completed.
