Budget Workshop #1 Recap: Exploring Options for Sanitation Services
On March 13, 2026, the government held a Budget Workshop #1 focused on exploring options for sanitation services as part of the upcoming fiscal year 2026-27 budget planning process. This workshop, designed as an informational session rather than a formal decision-making body, centered on evaluating different approaches to trash collection and management at the convenience center. While no formal votes were taken, the discussion provided valuable insights into potential changes impacting residents and laid groundwork for future budget decisions.
The primary focus of the workshop was a comparison of three potential sanitation service models. The current system, which relies on in-house staff for trash collection and convenience center management, was presented alongside two alternatives: continuing in-house services but utilizing compactor trucks to reduce the frequency of dumpster switch-outs, and outsourcing trash collection through a contracted service while simultaneously upgrading the convenience center with compactor dumpsters and a keyless entry system. Staff highlighted that contracted services, combined with convenience center upgrades, emerged as the most cost-effective option, driven by rising costs associated with traditional dumpsters and increased usage. A significant point of discussion revolved around concerns regarding the convenience center being misused by individuals from outside Montreat, prompting calls for improved security measures.
During the workshop, Commissioners voiced concerns about the current system's increasing workload and potential inefficiencies. Several expressed a preliminary inclination towards exploring contracted services due to the potential for cost savings and reduced burden on existing Public Works staff. While there were no formal public comments, Commissioners shared their observations about the convenience center’s usage and emphasized the need for clearer signage regarding acceptable materials, along with potential fines to deter violations. Grant (Government Official) specifically advocated for robust enforcement measures including cameras and fines at the convenience center.
Following the discussion, several key action items were identified to move forward in the budget planning process. Staff will gather data on potential summer trash collection needs, considering twice-weekly pickups if contracted services are pursued. If a contract is ultimately chosen, Director of Public Works Barry anticipates being able to reallocate existing staff within his department. The government will now formally solicit bids from sanitation companies, building upon a preliminary quote already received. Crucially, plans are underway to upgrade the convenience center with compactor dumpsters and a keyless entry system. Finally, staff will explore ways to communicate potential changes in sanitation services to residents, potentially through a mailed card or inclusion in an upcoming Q&A regarding the new sanitation ordinance.
This Budget Workshop #1 marks a significant first step in shaping Montreat’s budget for the coming year. The discussions surrounding sanitation services highlight a commitment to exploring cost-effective solutions while addressing community concerns about convenience center usage and ensuring efficient waste management.
