Town Council Recap: August 25, 2025 – Focusing on Finances, Infrastructure & Community Planning
The Town Council convened its regular meeting on August 25th, 2025, addressing a wide range of issues impacting our community. This recap highlights the key decisions made, discussions held, and next steps for residents to be aware of.
Financial Stability & Budget Adjustments: The meeting began with the Council unanimously approving several important financial measures. This included finalizing the tax settlement with Buckingham County, a vital revenue stream for our town, and approving budget amendments that reflect the completion of projects like the recreation complex. A significant portion of funds from the previous fiscal year were re-appropriated to support ongoing projects across various departments, including building repairs, police salaries, alcohol education programs, and crucial capital improvements. This ensures that necessary investments in our town continue smoothly.
Planning for the Future: Strategic Planning & Raw Water Treatment: A major focus of the meeting was the development of a new strategic plan for our town. Council members engaged in an initial discussion, reviewing draft vision and mission statements, and beginning to identify their top strategic objectives. Residents can expect opportunities for public input as this plan develops, with a full draft slated to be presented in November/December. Beyond long-term planning, the Council also approved a significant contract with T.P. Howard's Plumbing Company for $1,818,568 to upgrade the raw water intake and chlorine gas system at our water treatment plant. While this project is over budget, it’s a necessary investment to ensure the safety and reliability of our water supply.
Responding to Challenges & Investing in Our Community: The Council received an update on the county-wide Helene recovery plan, a collaborative effort to address ongoing challenges and build resilience following recent events. Our town is actively participating in developing specific projects focused on economic, emergency, infrastructure, environmental and community resilience. Recognizing the importance of our natural environment, the Council approved a contract with David Resource Group for $17,000 to conduct a comprehensive tree inventory and assessment on town properties – funded by a generous grant from the Truist Charitable Fund. Finally, the Council approved a road closure ordinance for the Wigelville Business Association's upcoming Art and Autumn events, demonstrating support for local businesses.
Community Voices & Upcoming Events: While there was limited public comment during the meeting, a resident’s email highlighted the importance of increased citizen engagement – a sentiment echoed by several council members throughout the discussions. The Council also addressed concerns regarding traffic congestion around Merriman and Stafford schools, tasking staff with exploring solutions. Residents should also note that North Buckham High School will be hosting its homecoming celebration on campus this year, and town staff will be present to provide support. Lastly, the Council approved a beautiful sculpture of the Red Spotted Purple butterfly for inclusion in the Asheville Butterfly Trail.
What’s Next?
- Council members are asked to submit their top strategic objectives by September 12th, contributing to the development of our town's future direction.
- The Helene recovery plan will be available for public review in September, providing an opportunity to offer feedback and shape our community's response.
- David Resource Group will soon begin the tree inventory assessment, providing valuable data for future planning.
- Town staff are working to address fiber-optic insulation concerns raised by residents and will explore solutions for traffic congestion around our schools.
This meeting demonstrated the Town Council’s commitment to responsible financial management, strategic planning, and addressing community needs. We encourage residents to stay informed and participate in upcoming opportunities for public input as these initiatives progress.
