Weaverville Town Council Workshop Recap: Addressing Our Water System Needs

On January 16, 2024, the Weaverville Town Council held a comprehensive workshop focused entirely on addressing our town's ongoing water system challenges and planning for future improvements. This session, attended by all council members (with Councilmember Doug Jackson receiving an excused absence due to injury), served as a vital information-sharing opportunity, laying the groundwork for future decisions impacting our community's water supply.

The bulk of the workshop centered on a detailed review of Weaverville’s current and planned water system projects. Finance Director Dozier presented an update on the ongoing water rate study, conducted by Withers-Ravenale, which aims to ensure our rates are sustainable while also incentivizing water conservation through tiered pricing. A significant portion of the discussion revolved around a 28-month Capital Improvement Plan requiring an estimated $28 million in investment – with $16 million already secured through grants. Council members explored potential collaboration opportunities with the Woodfin Water and Service Sanitary District, recognizing the benefits of a stronger partnership. Updates were also provided on specific projects like replacing undersized water lines behind Stony Malkyap, upgrading the chlorine system to a safer sodium hypochlorite system at the treatment plant (doubling its capacity), and rehabilitating existing settling basins to prevent leaks. The town is currently operating at 94% of its water capacity due to new development, highlighting the urgency for these improvements.

While no formal votes were taken during this workshop (as it was an information-sharing session), the council reached a consensus on several key points. They agreed to actively pursue discussions with Woodfin regarding potential collaboration, proceed with the current funding plan for water projects (including utilizing American Rescue Plan Act funds), and maintain a 50% target for the water fund balance, as recommended by Withers-Ravenale. This demonstrates a commitment to proactive planning and responsible financial management of our water resources.

There were no public comments during this workshop, as it was designated for internal discussion and information sharing. However, the discussions highlighted a clear understanding of the challenges facing Weaverville's water system and the need for strategic investments to ensure a reliable supply for current and future residents.

Looking ahead, several key action items have been identified: Withers-Ravenale will complete the water rate study within 1-2 months. Town staff will initiate contact with the Woodfin Water and Service Sanitary District to explore collaboration opportunities. Furthermore, staff will continue monitoring water capacity in light of new development commitments and prepare for increased demand. The Town Council is expected to formally approve the use of ARPA funds for these projects at a later date and will revisit the 50% target for the water fund balance, potentially establishing it as a formal policy. Finally, staff will provide further information on the financial implications of various project options to inform future decisions.

This workshop underscored the Weaverville Town Council's dedication to addressing our community’s long-term water system needs.
