Burke County Board of Commissioners Meeting Recap – April 16, 2024

On April 16, 2024, the Burke County Board of Commissioners convened for their regularly scheduled meeting. All commissioners were present, and the session covered a wide range of topics impacting Burke County residents, from environmental cleanup efforts to significant zoning changes. The meeting began with a moment of reflection led by Pastor Tamika Garrison and the Pledge of Allegiance.

A significant portion of the meeting centered on land use planning and development. Commissioners approved a key change to the county's zoning regulations, adopting Conditional Zoning Text Amendment (ZTA 2024-01) by a vote of 4-1. This amendment introduces conditional zoning as an option for land use decisions, allowing the Board to impose specific conditions on development projects. While proponents like Commissioner Burns emphasized its potential to balance economic growth with community concerns, some residents voiced worries during public comment about a perceived lack of input in the process. Commissioner Smith recused himself from this vote. Alongside this, the Board unanimously approved a request to rezone 14.67 acres from industrial to residential, located off NC-18/US-64.

Beyond zoning, the Board recognized Kathy Bailey for her 19 years of dedicated service to UNC Health Blue Ridge and unanimously approved a proclamation declaring April 18th as Lineman Appreciation Day, honoring the vital work of Duke Energy’s linemen. Howard Morgan presented a positive report on the Lake James Area Wildlife & Nature Litter Cleanup, noting a record 5.16 tons of trash removed through volunteer efforts. Concerns were raised about litter accumulation near Duke Energy's North Powerhouse, prompting a commitment from staff to monitor and address the issue. The Board also showed strong support for enhancing local parks, voting unanimously to support the Jonas Ridge Cranberry Bog Park master plan and authorizing staff to pursue a Parks & Recreation Trust Fund (PARTF) grant.

Public comment provided residents with an opportunity to share their perspectives on several topics, most notably the proposed mega site development. Several speakers expressed concerns about potential environmental impacts and increased traffic congestion, highlighting a desire for careful consideration of Burke County’s natural resources. The Board acknowledged these concerns and committed to ongoing dialogue regarding the mega site's development.

What’s Next? The Board has several action items stemming from this meeting. County staff will now focus on implementing the new conditional zoning regulations, developing detailed guidelines and procedures for its use. They will also be submitting the Jonas Ridge Cranberry Bog Park master plan for consideration under the PARTF grant program. Finally, staff will continue monitoring litter issues at Portage and Baker Tilly is continuing their compensation and classification study. Residents can expect to see further updates on these initiatives in the coming months.

This meeting demonstrated a focus on balancing economic development with environmental stewardship and community well-being, setting the stage for ongoing discussions about Burke County’s future growth.
